Significant experience (at least 10 year) in programme/ project development, management, monitoring and evaluation is required, especially, dealing with Monitoring and Evaluation in areas relating to governance, community –based, development. A good understanding of issues involved with gender and poverty within the context of Pakistan is essential. Prior experience with capacity / institutions building programmes / projects will be highly desirable.

Familiarity with UNDP rules with respect to national execution modality will be an added advantage. Should be fluent in English with excellent report writing skills. Knowledge of one of the regional languages is essential.

The incumbent should be fluent in English with excellent report writing skills. He/she should be computer literate and intimately familiar with Internet/e-mail operations and Microsoft Office package. Knowledge of one of the regional languages is essential.

Background and Rationale
NWFP – Essential Institutional Reforms Operationalisation Programme (EIROP) is a joint venture of the Government of NWFP, UNDP and the Swiss Agency for Development and Cooperation (SDC) and is executed by the Planning & Development Department of the Government of NWFP. EIROP aims at promoting good governance, institutional reforms, gender-sensitive and participatory capacity building of state functionaries, public representatives and civil society in NWFP. In its phase II EIROP is to focus on issues of participation, responsiveness and accountability. The Specialist will serve as one of the core staff member and provide substantive support and report directly to NPM/NPD.

Duties and Responsibilities
He/she will carry out the following specific tasks:

1. Review of all activities related to M&E carried out in Phase-I of the project.
2. Identify activities on the basis of review of the activities of Phase-I.
3. Collect and analyze all relevant information on governance, empowerment and development in NWFP. Review various data sets and apply validation checks for authenticity.
4. Develop a databank which includes all disaggregated statistical information / records at provincial and local government level in view of demand by different category of users.
5. In consultation with all stakeholders develop a monitoring and evaluation system for the project adopting a participatory approach.
6. Organize workshops / training sessions as required
7. Devise a monitoring mechanism, which would adequately provide the required feedback and information for better management decisions at local government and provincial level.
8. Develop in consultations with other members of PMU, a quarterly progress reporting format which should adequately monitor the physical and financial progress on regular basis.
9. Develop a strategy on base-line survey and ensure that it provides sufficient information, which could be compared subsequently with results and outputs to enable an objective evaluation of the project.
10. Ensure that annual surveys are conducted, analyzed and reports prepared in timely fashion.
11. Coordinate and liaise with other members in the PMU on preparation of annual work plans, budgets, overall implementation, monitoring and evaluation of the project.
12. Preparation of TORs for national / international consultants as well as evaluation of prospective candidates / organizations.
13. Preparation of TORs for sub-contracts and evaluation of tender documents.
Coordinate and supervise the technical activities of national and international consultants to secure the outputs planned under the project.
14. In developing and implementing M&E System, use participatory approaches to reflect problems and perceptions of the different categories of public service users.
