Job Description:

The Provincial Programme Coordinator/Programme Specialist (PPC/PS) will be a programme employee responsible for day to day management of Provincial Coordination Unit, including general and financial administration, work planning, progress reporting and monitoring of the implementation of the projects. He/she work under the supervision and guidance of the Secretary, P&D/Provincial Project Director (PPD) with additional reporting line to the NPC/Sr. Programme Specialist. The PPC/Programme Specialist will have the overall responsibility for the management and coordination of the project operations at the provincial level.

 The PCC/Programme Specialist will be responsible for the following technical and management tasks:

  • Manage the Provincial Coordination Unit, applying administrative and financial procedures as required under the UNDP procedures;
  •  Act as focal person on behalf of UNDP during implementation of the project activities in the province and provide institutional backstopping to the PPD;
  •  Assist the PPD in coordination of project activities with provincial line departments as well as concerned District Governments where pilot projects are to be implemented;
  •  Keep close contact with the District Governments in the pilot districts of ensuring smooth functioning pilot projects;
  •  Take lead in establishment of PCUs, including procurement of services/equipment;
  •  Effectively coordinate implementation of the planned activities, including monitoring of implementation of quarterly work plans by the subcontractor/ implementing agency;
  •  Assist the thematic coordination in designing and implementing activities related to policy reforms, mainstreaming NAP, land use planning; capacity, M&E and GIS & RS activities;
  •  Documentation and dissemination of lesson learnt and best practices to the provincial line agencies and local communities;
  •  Keep close liaison with the NPC/Sr. PS and keep him informed on the project operations or any other issue concerning the project;
  •  Timely preparation of quarterly and annual progress reports, expenditure plans and advance budget requests to the NCU;
  •  Identification and resolution of problems in implementation of planned interventions with the assistance of the PPD;
  •  To perform any other duties as required by the PPD and NPC/Sr. PS
  •  Prepare regular periodic progress reports of the project and submit it to the implementing partner, UNDP, and EAD, as and when required.

Selection Criteria

• Post-graduate degree in natural sciences or in a field closely related to SLM.

• At least 10 year of professional experience in project planning, development and implementation of NRM projects

• Knowledge of land degradation and desertification issues in the respective province;

• Proven track record of implementing and managing donor funded project;

• Demonstrated ability to generate policy dialogues amongst multi-sectoral stakeholders;

• Excellent reporting and communication skills;

• Experience of operationalizing and managing a project M&E system; and

• Leadership qualities and working experience with government agencies
