Qualification and Skills


v  Master degree in forestry, biodiversity or a field closely related to forestry;

v  At least 12 years of professional experience in planning, development and implementation of projects related to forestry, biodiversity or renewable natural resources ;

v  Extensive knowledge of national and provincial forest policies, legislation, institutional framework and other forestry, biodiversity, climate change and REDD+ issues in Pakistan;

v  Previous experience in GEF Project implementation and familiarity with GEF operating areas and strategic priorities and Government/UNDP procedures would be an added advantage;

v  Extensive knowledge of global initiatives relating to forests, UNFCCC, and UNCBD, UNCCD;

v  Experience of working with the multi-stakeholders including federal and provincial governments, NGOs, CBOs and research institutions;

v  Proven ability to work under pressure and time constraints;

v  Leadership qualities and ability to lead multi-disciplinary teams of technical experts, and sensitivity to gender issues.

v  Management skills and experience;

v  Problem solving and conflict resolution skills and result oriented approach;

v  Flexible and willing to travel as required;and

v  Computer literate with excellent facilitation, interpersonal and communication skills. 


Job Description:

The National ProjectManager will work under the supervision and guidance of the National Project Director (NPD), and look after day to day management of National Management Unit, its staff and consultants; including general and financial administration, work planning, progress reporting, monitoring and quality control of Project inputs and delivery of its outputs. The NPM will be responsible for the following technical, administrative and managerial tasks:



v  Lead and manage the National Management Unit, applying administrative and financial procedures as required under the national implementation and by the UNDP;

v  Assist the NPD with execution of the Project and delivery of the Project outputs according to the Project Document and PC-I and coordinate the Project operations.

v  Provide technical backstopping in implementation of the project activities in a manner to achieve all deliverables, outputs andoutcomes to maximize benefits and the desired impacts of the project;

v  Recruit the project staff in consultation with the NPD and UNDP-CO;

v  Supervise and lead Project technical and administrative support staff;

v  Prepare ToRs and hire Project consultants/technical inputs in consultation with the NPD and UNDP-CO;

v  Prepare and negotiate sub-contract agreements of studies/activities to be carried out under the Project with all the implementing agencies;

v  Facilitate relevant agreements with stakeholders and undertake the day to day liaison with them;

v  Initiate mobilization of all Project inputs in accordance with national implementation procedures;

v  Prepare and revise Project work plans, budgets and financial plans in consultation with the NPD;

v  Organize and manage Project activities in accordance towith the work plan in order to Project results (outputs, outcomes and impacts);

v  Establish and maintain links with other relevant programs, projects and media

v  Coordinate the Project activities with line ministries, sectoral agencies, provincial governments, research institutions, NGOs and local communities to ensure effective implementation of Project activities;

v  Provide backstopping to the NPD in organizing Project Board meetings;

v  Coordinate and supervise the technical inputs from the national/international experts to secure timely outputs, planned in the Project document;

Prepare and submit Quarterly and Annual Progress Reports/Reviews and Performance Implementation Reviews (PIRs) to the MoCC and UNDP-CO on time, under the guidance of the NPD; and

v  Identify and resolve Project implementation conflicts and problems with the  support of the NDP, if necessary;

v  Lead monitoring and assessment of project activities, and support external review and end lineevaluation;

v  Ensure timely implementation of project activities within approved budget and utilization of financial resources in an efficient and transparent manner to achieve project results;

v  Provide technical guidance to the Provincial Project Directors for implementation of project activities of provincial components of the Project.

v  Prepare periodic Progress Reports of the projects and submit it to the implementing partner, UNDP and EAD, as and when required.
