At least 7 years of experience in planning, execution and management of building construction and/or retrofitting physical infrastructure at a large scale. Previous work experience in the mountainous regions will be preferred. Good communication skills in English and Urdu and good report writing, IT and presentation skills are essential.


1. Background to the Assignment

The Government of Pakistan has established Earthquake Rehabilitation and Reconstruction Authority to spearhead the rehabilitation and reconstruction activities in the wake of devastating earthquake of 08 October Earthquake 2006, in the seven worst affected districts of NWFP and AJK. The earthquake wrought widespread destruction of the govt. buildings and infrastructure in NWFP and AJK. Most of the buildings have either been completely or partially damaged.

ERRA Approach to rehabilitation and reconstruction is guided by a set of basic principles adopted by UN system and international development partners.

2. Duty Station

The deputed person will be based in ERRA Head-office with travel to Peshawar, Muzaffarabad and affected districts in NWFP and AJK.

3. Output

The consultant will develop a comprehensive programme document for governance component for early reconstruction and repair of damaged govt. buildings right from the district headquarters to the remote areas in earthquake affected areas.

4. Duties and Responsibilities

Reporting to Senior Management Advisor and working in close collaboration with Programme Manager and other wings in ERRA and advisors/consultants for other components, the consultant will be responsible for following activities:
• Collect , collate and integrate all available data on damages to the govt. building infrastructure in NWFP and AJK and prepare an inventory, prioritising the buildings to be repaired based on consultation with the stakeholders at all levels.
• Produce firm estimates for use in planning, budgeting, implementation and the related documents on the basis of consultation with all concerned quarters following the directions from DG, Planning, ERRA.
• Prepare an overall implementation strategy in close collaboration with the provincial/state and district government and relevant agencies.
• Identification of required expert services for planning and designing of reconstruction.
• Develop a comprehensive plan for the reconstruction and repair of buildings at all levels.
• Prepare detailed budgets and phasing for the implementation of component activities including prioritization of schemes over the implementation period.
• Identify technical assistance /capacity building needs at all levels for implementation and develop TORs and phased plan for capacity building.
• Develop performance and progress indicators for the use of Monitoring and Evaluation wing of ERRA
• Any other duties assigned by DG Planning related to this component.

5. Duration, Remuneration etc.

The position will be initially for six months and maybe extended for satisfactory performance of assigned tasks. Remuneration will be based on standard UNDP rates as applicable to the national consultants in Pakistan and with due regard for relevant experience and qualifications.
