Experience:

Minimum of five years experience in evaluation and assessment of donor-funded development projects/programmes, in formulation, implementation, and management of strategies, projects and programmes, preferably projects/programme funded by UNDP or other UN Agencies and operated in Government set-up

Description:
 

Under the overall guidance of the UNDP Deputy Country Director, Programme and the Chief, Asia, Pacific, Europe and CIS (APEC) section of UNV Bonn, and direct supervision of the International Consultant / Team Leader, the National Consultant will be responsible to perform following tasks:

1. To assess the level of progress made towards achieving the output of the Component 1 of the project and identify contributing factors and impediments;
2. To evaluate the effectiveness of NVM’s collaboration with Government / Non-Government organizations as implementation partners;
3. To identify areas of improvement in design, implementation and management of Component 1 of the project;
4. To assess relevance of NVM in the post-earthquake context and current Pakistan’s development scenarios and in relation to other volunteer-involving organizations;
5. To support the Team Leader in assessment of the effectiveness of NVM in relation to implementation of its activities (mobilization and management of volunteers, campaign and other advocacy activities for the promotion of volunteerism in Pakistan);
6. To assist the Team Leader in evaluation of the efficiency and effectiveness of NVM’s training programme in relation to the organizational mission and objectives;
7. To support the Team Leader in developing strategies and action plans for NVM to improve their organizational structure, activities, volunteer management system and deployment process, linkages with other Government / Non-Government organizations;
8. To write a major part of evaluation report on the above points and submit it to the Team Leader;
9. To make a presentation of the evaluation results and recommendations at the decision-making meeting(s) among EAD, UNDP and UNV (to be held in June 2007).
