Experience:

Over five years experience in drug demand reduction, in particular, treatment and rehabilitation and/or HIV/AIDS prevention within the prison setting;
Work experience in technical assistance projects, including project management.
Should have excellent communication, training, organizing and drafting skills
Advanced computer skills necessary.

Description:
 

Under the overall supervision of the National Programme Officer, Drugs & HIV/AIDS, the Project Officer will ensure timely delivery of the project outputs as outlined in the project document in line with UN rules and regulations.

More specifically, the incumbent will:

• Prepare annual costed work plans
• Identify and draw up terms of reference for suitable consultants with specialist knowledge and expertise for implementation of project activities;
• Prepare the agenda papers on matters concerning project implementation for the Project Steering Committee.
• Support national consultants in their technical field missions;
• Draw up selection criteria for project partners from the civil society.
• In order to strengthen technical capacities of the government and civil society organizations for improving the quality of services provided in the country the incumbent will:

(a) Review technical reports and reports produced by the consultants hired under the project to identify specific problems associated with prevention of drug abuse & HIV among prisoners
(b) Identify and prioritize requirements for training and capacity building of participating agencies for effective reduction of drug abuse & HIV among prisoners
• Prepare monthly, semi-annual and annual progress reports;
• Undertake field missions for overseeing the effective implementation of project interventions;
• Ensure quality assurance through technical assistance;
• Fulfil any other duties as assigned by the National Programme Officer on Drugs & HIV/AIDS.
