7-10 years working experience in planning, design and implementation of development projects at regional and community levels including relevant experience in policy design and formulation addressing institutional capacity building and rehabilitation of basic infrastructure; excellent communication and interpersonal skills, report writing and computer skills including Microsoft Word, Excel and Power Point. Fluency in English and knowledge of Pashto/local languages required.


Terms of Reference: Consultant Capacities and Basic Infrastructure Sector (Duration: 4 Months)

The Needs Assessment exercise is a multi – stakeholder operation supporting the formulation of the Refugee Affected Areas (RAA) programme of the Government of Pakistan (GOP).

The key objective of the Needs Assessment exercise will be to provide information, analysis and recommendations in support of possible future interventions addressing the consequences of poverty in areas and communities affected by high concentration of Afghans. Within this context, the specific objectives of the Needs Assessment exercise will be:

• to collect and analyze baseline data (e.g. document the incidence and existing levels of environmental, economic, and social needs among the selected areas and communities)
• to prepare a strategic plan outlining goals, outcomes and interventions (e.g. identify priority areas and communities (both Pakistani and Afghan) for assistance on the basis of agreed criteria)
• to propose potential responses to the identified needs and outline their estimated costs (including TORs for possible project formulation).

The Needs Assessment exercise is divided into two phases addressing two different sectoral building blocks. Phase One (addressing health, education and water & sanitation sectors) contains sectors where UNHCR and its implementing partners have already acquired considerable knowledge and expertise over the years. Phase Two (addressing environment/natural resources, livelihoods and capacities and infrastructure) encompasses new more development oriented interventions basically aimed at environmental restoration and economic recovery of selected Refugee Affected Areas.

The first phase will be under the direct supervision of UNHCR using existing capacities and knowledge from current sectoral implementing and operational partners in the respective areas. UNDP would be in charge of the overall implementation of the second phase

Following consultations with the Government of Pakistan and other interested stakeholders, UNDP will appoint three (3) sector experts in charge of the needs assessment exercises addressing capacities and basic infrastructure, natural resources and environment and livelihoods. The sector experts will receive technical and logistical support from a core of stakeholders already working in the target provinces (NWFP and Balochistan), provincial and local governments, line departments and the UN team.

Under the direct supervision of the RAA Team Leader in-charge of coordination for Phase Two the incumbent will be responsible for providing both analytical and technical support to the formulation and execution of the Needs Assessment exercise of the Capacities and Basic Infrastructure sector. The key responsibilities of the incumbent include:

Direction & Coordination

Overall direction of the Needs Assessment exercise following the Terms of Reference for the Capacities and Basic Infrastructure Sector, which will be formulated under the supervision of the Needs Assessment Team Leader;

Planning & Training

• Revision and adjustment of the general schedule of activities within the established timeframe scheme.
• Revision and adoption of the diverse methodological tools and techniques to be applied while gathering information through surveys, interviews, focus groups, etc

Study implementation

• Preparation of an inventory (and mapping) of ongoing and planned development programmes and projects in NWFP and Balochistan (national with multilateral/bilateral support, international or local NGOs, which have actual or potential application to the RAA target districts/tehsils);
• Review of the current project portfolios of the respective provincial governments (Planning & Development departments), which address directly or indirectly RAA areas and identification of opportunities and synergies that can be used to benefit the target populations (Pakistanis and Afghans);
• On-site identification of key sectoral interventions within these programmes which might be extended/expanded to include refugee affected areas/districts;
• Appraising the policy, operational, and technical obstacles that might have to be overcome in support of such an expansion;
• Supervise the field study in both provinces and coordinate the data collection, processing and analysis


Preparing a final report of his/her assignment comprising basic data on projects (including mapping): main findings, conclusions and recommendations associated with potential expansions and other arrangements that can benefit RAA target districts/tehsils/communities.
