The candidate must have a postgraduate degree from a reputable university with 10 years or more experience with both public and private sector in community development related fields. Familiar with urban development issues and successful participatory urban development approaches. S/he should possess knowledge of urban policy formulation institutions and processes. Can provide leadership, pool resources and link the activities of the National Urban Poverty Alleviation Programme (NUPAP) to the institutional structures and policy-making institutions. S/he should have a strong background in mobilizing financial resources and implementation of sustainable development activities. The National Project Coordinator would assist and be accountable to the National Project Director (NPD). His responsibilities are:· Ensure liaison among all Provinces and AJK both for experience sharing and technical backstopping in NUPAP. Maintain endurable liaison with Donors and assist the Provincial Project Managers in resource mobilization and partnership building. Consolidate the reports of all Provinces and AJK following the NUPAP national work plan. Ensure the implementation of the work plan, prepare/elaborate work plan including annualized targets, indicators for monitoring and evaluation and manage project activities accordingly. Assist the Provincial NPDs in the matters pertaining to staffing, organization of the project offices and their streamlined working to achieve project outputs according to the Prodoc. Conceive, design and implement a mechanism of coordination among the participatory urban development initiatives; assist and facilitate Provincial Offices and AJK (if required) in planning & executing research, training and development activities including the publishing of newsletters, workshops, symposium and foras. Provide guidance and technical advice to field offices in participatory development, community empowerment, poverty alleviation, sustainable development and other related approaches. Interact closely with SL Unit to secure advice on various technical issues. Establish networking with UNDP support projects. Develop information base for the project at the national level; sectoral policies, national development plans, socioeconomic studies and all relevant material and publications both domestic and international on continuing basis. Facilitate the Provincial NPDs/PMs and AJK to timely deliver and accurate preparation and maintenance of project accounts and procurement of equipment and supplies as per the guidelines of UNDP PCOM version 3.0. Make efforts to promote a unified and concerted image of the project at national level and seek opportunities for policy advocacy. Support the process of resource mobilization both from local and foreign donors Strive for making the research findings and best practices part of government policy and practices· Ensure the development of coordination and linkage development strategy
