Description:
 

Background
The Gender Support Programme is a UNDP and donor-funded programme. It aims at strengthening national capacity to address gender issues and gender disparities in Pakistani society, based on themes such as Social, Political, and Economic empowerment of women and institutional capacity building. The goal of the Gender Support Programme is to eradicate poverty in Pakistan through gender-responsive governance and a rights-based approach to sustainable human development. The Gender Support Program assists in policy analysis, coordination, implementation and monitoring, capacity development, research and documentation and awareness-raising. The formulation of policy concept notes and designing training modules for respective line ministries will be considered as key activities.
Duties and Responsibilities:
M&E Specialist will undertake the following duties:

I. Setting up the system.

• Develop an effective M&E System for the Gender Support programme and suitable indicators for the system. Promote the development of qualitative and process-oriented gender-sensitive indicators of inputs, outputs, and outcome for program design and for monitoring and evaluation.
• Analyze M&E data, develop analytical reports reflecting a gender and poverty analysis particularly highlighting outputs/outcomes/impacts of programme interventions and propose actions for any needed improvement to programme management.
• Design and develop data collection instruments and reporting formats based on identified indicators for M&E of programme activities vis- á-vis programme objectives.
• Establish database of the programme baseline activities, achievements/outputs and information on the ongoing projects activities and their contribution to the programme’s objectives.
 Guide and coordinate the review of the project logframe including:
• Provide technical advice for the revision of performance indicators
• Ensure realistic intermediate and end-of-project targets are defined
• Conduct a baseline study (situation at project start)
• Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyzes it.
• Ensure all critical risks are identified
II. Implementation of M&E

• Undertake field visits to monitor the implementation of activities as may be required.
• Assist programme’s projects in development/management of their M&E systems.
• Provide training to the programme’s projects/government staff on the development/management of effective M&E systems.
• To help develop/refine/institutionalize Project M&E mechanisms for timely reporting to PMUs/PSCs/NSC.
• Timely preparation and submission of reports to UNDP/donors, etc.
• Develop reliable data sources, employing easily defended methodologies for crosschecking and otherwise improving.
• Based on the AWP and in particular the programme budgets, design the framework for the physical and process monitoring of project activities.
• Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts.

Perform any other duties as required.
Supervision
M&E Specialist will report to the Programme Coordinator.
