The incumbent should hold an advanced degree (preferably Ph.D.) in Environmental Engineering/Management/Studies or another discipline closely related to the theme of the Thematic Programme and its components. Significant experience in Programme/project development, management and monitoring is required, especially with programmes/projects dealing with environmental management and natural resources conservation. A good understanding of issues involved in poverty-environment nexus within Pakistani context is essential. Prior experience with capacity/institution building programmes/projects will be highly desirable. Familiarity with the UNDP rules with respect to national execution modality will be an added advantage. Should be fluent in English with excellent report writing capabilities.

Description (TORs):
The Programme Manager / Specialist will serve as one of the core staff of the Programme to provide technical support and assistance to the National Programme Coordinator in all aspects of thematic Programme level management, coordination, and monitoring. The incumbent will work under the supervision of the NPD and the National Programme Coordinator, and in collaboration with the Programme staff to carry out the following specific tasks.

• Manage the thematic Programme, applying administrative and technical procedures as required by the UNDP under the national execution modality.
• Implement all tasks planned under the thematic Programme. In this context, coordinate the planning, organization, and implementation of proposed projects and technical studies.
• Prepare and update work plans and budgets on a regular basis, for the relevant thematic Programme in close coordination with the overall Programme.
• Coordinate with all relevant parties, especially provincial coordination units in monitoring the progress of activities planned under the Thematic Programme.
• Preparation of TOR for national and international consultants, as well as in the evaluation of perspective candidates.
• Preparation of TOR for subcontracts, in the evaluation of tender documents, and assume lead role in monitoring the execution of subcontracts.
• Coordinate and supervise the technical activities of national and international experts /consultants to secure the production of outputs planned under the Thematic Programme.
• Liaise with NGOs to promote Programme implementation.
• Lead the preparation of APR and progress/financial reports of the thematic Programme.
• Act as a liaison with the Programme, national implementing agencies, UNDP, and other donors providing financial support to the Thematic Programme.
Establish effective reporting systems between the different components of the Programme
