The incumbent should hold Masters degree from a recognized university in Economics, International Relations, Political Sciences or other related field. Professional knowledge and experience of at least 7 years with donor community in building partnerships, negotiation and resource mobilization for the design, monitoring and evaluation of development projects is necessary.


Description (TORs):
The Resource Mobilization Specialist would provide support to NPD, NPM and the Thematic Programme Coordinators in order to facilitate mobilization of adequate resources under NEAP-SP in order to implement various interventions/ projects as approved by the Programme Steering Committee or to be developed after determining the priorities of the donors. The incumbent will work under the supervision of the NPD, and in collaboration with the program staff to carry out the following specific tasks:

• Maintain a continuous dialogue for obtaining donors priority with major donors and broaden the donor base for NEAP-SP
• Develop a database of donor profiles
• Development of partnerships with bi-lateral and multi-lateral donors and private sector institutions
• Analysis and research of information on donors, preparation of substantive briefs on donor strategies, provision of advice to National Project Director on ensuring synchronicity, alignment and complementarities between these strategies and NEAP-SP objectives
• Coordination of the substantive preparations of the Partnership and Resource Mobilization Strategic plan, strategies, roundtables and other key events in close consultation with appropriate counterparts in government, bi-lateral and multi-lateral partners
• Work out and implement effective and innovative resource mobilization techniques
• Organize meetings and have a continuous dialogue between NEAP-SP and the donor’s community
• Help prepare a Resource Mobilization Unit, comprising nominated persons from EAD, NEAP-SP, Ministry of Environment, and UNDP
• Prepare and maintain guidelines for raising resources and provide advice on procedures for processing such funds
• Develop a system for coordination and reporting on information on implementation of projects to donors
• Liaise with donor, on the preparation of requests for disbursement of funds on required forms and formats
