A background of 8-10 years in the area of programme planning, implementation, management and a significant understanding of the national/provincial HIV & AIDS situation and the social and economic dimensions of HIV & AIDS. Ability to consolidate information from multiple sources and to prepare strategic information for decision makers. Ability to achieve consensus and coordination through team building and other methods. Experience with international donors, government and non-governmental development organizations and/or the UN system would be an asset

II. Organizational Context


Under the overall supervision of the UNAIDS Country Coordinator and direct supervision of the Sr. National Programme Officer, the Provincial Programme Officer will work with the Joint UN Team on AIDS, the Provincial AIDS Programmes, international and National Civil Society and PLHIV to strengthen UNAIDS’ contribution to effective national leadership and strategic management of HIV and AIDS country programmes, primarily through:

a) Leadership and Advocacy for effective action on epidemic at the provincial level;
b) Civil Society engagement and partnership development;
c) Strategic information required to guide the efforts of partners at provincial level;
d) Technical support to Govt., CSO’s and PLHIV; and
e) Coordination of the UN system response at the provincial level



III. Functions / Key Results Expected

Summary of key functions:

• Facilitate and support the coordination and development of a joint UN response at the provincial level
• Advocate with all provincial & district level partners including Parliamentarians for an expanded and effective Provincial response on HIV & AIDS
• Support processes in establishment of provincial M&E units in the Provincial AIDS Control Programme and facilitate M&E trainings at the provincial level
• Provide technical support & identify capacity gaps at the provincial level to the government and among the CSOs PLHIV and mobilize technical resources under the guidance of Sr. National Programme Officer & UNAIDS Country Coordinator



1. Coordination of the UN system response at the provincial level
• Facilitate and support the coordination and development of a joint UN response at the provincial level
• Facilitate tracking of resources allocated to HIV and AIDS related activities by the UN system organizations and identification and monitoring of resource gaps.

2. Leadership and Advocacy for effective action on epidemic at the provincial level in collaboration with responsible officers in Country Office
• Advocate with all the provincial level partners – government, civil society, private sector PLHIV and UN agencies for an expanded response to HIV and AIDS on the issues relevant to the provincial situation.
• Facilitate the convening advocacy/orientation sessions on HIV and AIDS with the identified policy makers at the provincial and district level.

3. Civil Society engagement and partnership development in collaboration with responsible officers in Country Office

• Promote increased participation of all sectors of the society at provincial level, national partners working at provincial level, in the planning, implementation and evaluation of the provincial response through mechanisms such as provincial partnership forums.
• Mobilize support for the civil society organizations and NGOs, in particular PLHIV, to contribute to programme development and implementation

4. Strategic information required to guide the efforts of partners at provincial level in collaboration with responsible officers in Country Office

• Ensure the collation, dissemination and use of strategic information across range of issues and themes needed to guide provincial public policy, support UN’s advocacy efforts and inform technically and ethically sound programmes.
• Support the establishment of provincial M&E unit in the provincial AIDS control programme with all the partners regularly reporting and provided periodic feedback
• Facilitate the UNAIDS country office in preparation, collation and dissemination of major national HIV and AIDS reports (UA, UNGASS & MDGs)
• Facilitate the M&E trainings of the stakeholder at provincial level
• Conducts field visits to monitor intervention projects, evaluate progress, analyze information to identify existing capacity and need for strengthening public/private sector capacity and provide inputs to the programme

5. Technical support to Govt, CSO’s and PLHIV in collaboration with responsible officers in Country Office

• Identify capacity gaps at the provincial level particularly among the civil society organization and PLHIV and mobilize technical resources under the guidance of the Sr. National Programme Officer & UNAIDS country coordinator.

• Provide technical support for planning, organizing training programmes, workshops and seminars to the government, non-governmental organizations and PLHIV association and PLHIV support groups. Also provide technical support for developing guidelines, modules and education material at provincial level.


IV. Impact of Results

The position supports UNAIDS Country Office in coordination, coalition building, establishment and operationalization M&E systems at Provincial level, provision of technical support to Government, CSOs and Association of PLHIV.
