Description (Experience TORs etc): As a result of the consultative meetings conducted between UNDP and GoP, it is recommended that Agriculture be included in the set of Sectoral Studies/TSDs. The study will provide: a. Examination possible measures to strengthen livestock as a means of enabling farmers to escape the poverty trap; Seeking new export opportunities e.g. new crops and accessing opportunities for surplus trade in the international market; b. Empirical information on the actual situation in Pakistan and suggesting measures that would best enable Pakistan to deal with the real problems of food security, productivity and rural development, and the strengthening of their agricultural sectors; c. Overview of the Agreement on Agriculture and the proposals put forward by developing countries, particularly Asian developing countries for its revision in the context of the ongoing reform of agricultural trade; d. Analyses of specific agricultural sectors in Pakistan to identify the factors affecting food security and rural development, including farmer's income, and measures which have, or could have effectively dealt with these factors, including imports benefiting from exports subsidies in the domestic and third country markets. Such measures could include tariff flexibility, a special safeguard mechanism, greater flexibility on domestic support, action against export subsidies including phase out of such subsidies, etc. They would also include domestic measures aimed at poverty reduction; e. Examination of the suggested measures to determine their conformity with the Agreement on Agriculture and the Doha Declaration, taking account of the provisions on special and differential treatment, and to suggest modified or new provisions which would enable developing countries to effectively implement such policies. The suggested measures would take account of the different situations prevailing in the countries studied, and the possible impact on regional and sub-regional trade in Asia; f. Identification of the main actors in civil society involved in furthering the interests of small farmers/rural development in the sectors examined.
