BACKGROUND AND RATIONALE:

NWFP — Essential Institutional Reforms Operationalisation Programme (EIROP) is a joint venture of the Government of NWFP, UNDP and the Swiss Agency for Development and Cooperation (SDC) and is executed by the Planning & Development Department of the Government of NWFP. EIROP aims at promoting good governance, institutional reforms, gender-sensitive and participatory capacity building of state functionaries, public representatives and civil society in NWFP. In its phase II EIROP is to focus on issues of participation, responsiveness and accountability. The project will appoint a Finance Officer, initially for a period of 9 Months. The FO will provide technical support and report directly to NPM/NPD.

Duties and Responsibilities:

He/she will be responsible for several tasks, which include:

1. Assist the project Manager in preparation of work plans, budgets and financial plans.
2. Process financial claims/imprest account and facilitate approval through ensuring appropriate documentation and record keeping in line with UNDP rules.
3. Take part in the programme's activities design meetings & attend the related orientation/training on Development/Gender Issues, Finance and Information Technologies.
4. Prepare Cash Payment Vouchers, Bank Payment Vouchers, and Journal Vouchers together with complete supporting documentation in support to every financial transaction.
5. Prepare and maintain financial disbursement ledger for monitoring and controlling of expenditures in line with the financial management procedures.
6. Maintain and update all ledgers, project account and petty cash accounts in accordance with UNDP financial rules.
7. Provide support services to all other staff members in financial matters.
8. Prepare financial reports along with all relevant documents on regular basis for submission project management for payment/ settlement.
9. Handle all financial matters of the workshops, meetings, conferences and seminars.
10. Prepare payment requests/ travel claims and ensure that all supporting documentations are attached before submission to National Project Manager/National Project Director for signatures.
11. Facilitate auditors during annual/quarterly project audit.
12. Keep track of all advances released for local expenditure and complete necessary documentation for settlement of such advances.
13. Any other related task assigned by the project Management.

Should be fluent in English with excellent report writing skills. Knowledge of one of the regional languages will be an additional requirement.
