The Technical Support Document (TSD) on Bilateral Agreements and RTAs under the project will look at South-South relationship and will also focus on providing pertinent information on the following: a. A comprehensive study analyzing the strategies adopted by Pakistan, presently, to seek greater market access through integration of trade with regional groups and bi-laterals. More specifically, it should include the immediate impact of export on livelihoods of people, especially on employment and other labor markets variables and employment generation. The study should also identify reasons for failures of Pakistanís initiatives towards bilateral agreements and RTAs with different countries. b. A report which compiles the changes in the rules of globalization process, personified acutely in the rules and regulations of the international trade at the regional and bilateral levels that affect peopleís lives and well being in fundamental ways. These updates would help the country in making the adjustments, so as to capture the opportunities and to face the challenges ahead. c. Review good practices of other developing countries; e. Reviewing the success stories of other countries with regards to (i) analyzing the measures adopted by these countries to enhance their bi-lateral and RTAs and to materialize its opportunities, with especial concern towards human development issues and (ii) highlighting as to how these countries have developed human development oriented trade policy during such agreements so that it could impact on the generation of sustainable employment opportunities. f. Since it has been realized that Pakistan rely on narrow export base, a comprehensive study is required to identify potential sector for export diversification in an attempt to analyze possibilities to expand export base, and at the same time increase employment opportunities or vice-versa identify possible employment generating sectors to be including in export diversification schemes. g. An in-depth review on the support that WTO can extend to support RTAs and Bi-laterals, so that Pakistan would comply with the WTO rules and regulation and accordingly, get into free flow trade integration with different countries. h. Suggesting approaches to raise awareness at the grassroots level on the rules and mechanisms of the international trading system, so that a broad based and effective participation in policy formulation can take place for current and future trade deals. These policy level inputs, involving discussions among parliamentarians, civil society organizations, community groups and the private sector, would facilitate dialogue and consultations on regional and bilateral trade issues. OUTPUT TO BE PRODUCED Periodic reports, documents, and summaries as and when required by the supervisor and/or UNDP, Pakistan. PRE_REQUISITES Maximum of 1-2 years of work experience. Applicant must be under 32 years of age as of January 2004. The duration of assignment is for a period of 11 months
