The incumbent should have relevant experience of at least 10 years or more in planning, designing, conducting, coordinating, monitoring and evaluation of research activities in the areas of decentralization and public sector management including institutional/civil service reforms, policy making accountability mechanisms, management information system etc. Know-how about UNDP procedures will be an asset. The person should have demonstrated leadership qualities and have the ability to work as an effective team member, possessing skills in facilitation, research methodology, analysis, communication and presentation and technical report writing. The incumbent should be motivated and able to complete tasks/assignments within strict and tight deadlines. DUTIES AND RESPONSIBILITIES 1) Carryout the follow-up and put forward the recommendations of all the pending research activities particularly in relation to the studies conducted namely (Assess Agriculture Income Tax and Land Tax in NWFP, Land use and planning, Identification of untapped potentials resource etc.) 2) Carryout supervision & monitoring of all the consultants hired to carry out the research related activities. 3) Work as focal point for establishing close contacts with government departments for smooth implementation of research related project interventions. 4) Collect information on all aspects of governance, public sector management, decentralization, etc. to build up and improve the Governance Unit Resource Centre. 5) Build contacts with government departments, national and international NGOs, Resource Centres etc. working on governance issues. 6) Arrange workshops regarding research component of the Project Document. 7) Develop proposals for reforms in policy making in all concerned institutions for the uplift of women and other marginalized groups. 8) Carryout any additional relevant activity required by the Project Manager/Project Director from time to time for project interventions. OUTPUTS TO BE PRODUCED 1) Prepare and develop annual and quarterly work plan for the Research Wing as per PCOM guidelines. 2) Prepare budget and financial plans/forecasts for Research Wing in consultation with Administration Wing of Governance Unit. 3) Prepare and develop terminal, annual and quarterly progress reports of the Research Wing in accordance with PCOM guidelines. SUPERVISION AND PERFORMANCE EVALUATION The incumbent will report to Project Manager/National Project Director on regular basis. The Project Manager/National Project Director will also be responsible for the performance evaluation of the Research Officer.
