Experience:

Be Pakistani national;
At least 10 years experience directly in print and electronic media relations, marketing of social services, or related experience;
Possess leadership and problem-solving skills;
Strong management vision and skills;
Strong knowledge of governance issues in Pakistan, particularly pertaining to the current national reconstruction process in general and devolution in particular;
Have a strong commitment to community participation and empowerment;
Have sensitivity to gender issues;
Have a wide network/linkage with different media organizations and development institutions in the country;
Demonstrated ability to work effectively and harmoniously with people from different cultures/backgrounds.
Excellent communication skills in English, Urdu and working knowledge of local languages.

Description:
 

Background

Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. DTCE has been funded by a consortium of donors under the umbrella of UNDP Support NEX Project “Support to DTCE”. Details can be found at www.dtce.org.pk

The DTCE vision is of empowered communities of proactive citizens engaged in self-development with the support of local governments. The DTCE mission is to create a new relationship between the citizen and the state based on shared rights and responsibilities for community development. The DTCE strategy promotes community participation through a combination of power and authority, participation and empowerment, networks and movements, markets and incentives, information and technology, ethics and sanctions.

Duties and Responsibilities

Director Media Relations will manage HQ work team and shall work under the immediate supervision of the National Project Director and coordinate with other directorates/ Units of DTCE. He would be responsible for the following:

1. To formulate the DTCE Social Communications Strategy and DTCE Social Communications Program and undertake overall coordination of implementation.

2. To develop DTCE public and media relations policies and operating systems.

3. To undertake DTCE relations with national, local, and international media.

4. To conceptualize and produce content for DTCE national and local media relations’ products and activities, including multi-media and audio-visual materials.

5. Produce press bulletins and organize press briefings and press conferences, as well as interviews with DTCE personnel, partners, beneficiaries and other community empowerment actors and stakeholders.

6. Assist the Director Bar Associations and local Press Clubs by providing technical advice, press materials and video clips for the local Press Clubs, as well as liaison on investigative journalism training for local Press Clubs, possibly in conjunction with a national or international university and/or a national or international NGO.

7. Organize, implement, and evaluate the Local Citizen Information Network (LCIN) through the program “Government and You” by undertaking the following activities:

• Develop an LCIN strategy for DTCE and quarterly action plans
• Develop criteria and procedures for selection of the media agencies, production firms and short-term professionals to ensure transparency and accountability.
• Finalize the selection of media agencies; firms and consultants for undertaking the Local Citizens Information Network (LCIN) work in targeted districts in accordance with the prescribed procedures.
• Involve local Press Clubs in LCIN activities and in reporting on their content.
• Assess the situation with regard to the communications infrastructure available in the district e.g. the availability and coverage of local cable networks, radio networks and other media, as well as for direct presentations of videos at widely attended meetings and events, or to reach strategic target audiences.
• Finalize the list of topics and issues for the LCIN programs based on local circumstances in consultation with the concerned Manager Field Operations Team (MFOT).
• Finalize the schedule of the LCIN programmes in consultation with the concerned Manager MFOT.
• Organize the holding of the LCIN programmes in target districts with assistance from Manager MFOT and ensure quality and standardization aspects of all LCIN programmes.
• Develop in conjunction with DTCE IME team the research design, methods, tools, sampling and indicators for undertaking pre and post programme surveys.
• Participate in selection of local CSOs who will implement pre and post program surveys.
• Develop Objectively Verifiable Indicators (OVIs) and on the basis of OVIs, as well as direct feedback from actors and stakeholders evaluate the impact of LCIN Programme in the target districts.

8. Develop a national program “Government and You” to raise devolution, community empowerment, DTCE model, and CCB issues, inform on results and activities, and give national visibility to LCIN debates throughout the country.

9. Develop and maintain DTCE Internet web site content ((IME will have responsibility for website information technology).

10. Produce DTCE quarterly newsletter

11. To be spokesperson for DTCE

12. To participate in the preparation of the integrated annual plan and budget and mid- term and final substantive and financial reports on media relations’ issues.

13. To advise the National Project Director on public and media relations.
