He/ She must have at least 10 years of working experience in executive management with expertise in financial management, personnel management, public and donors’ relations, operation management and information and evaluation system as well as the motivation of work teams, preferable with experience in management of civil society organisations. The candidate must be capable of working in a highly demanding environment and under extreme deadlines while demonstrating highest level of responsibility and leadership.

Language Requirement

He/ She should be able to communicate, write and read in English and perform as an effective team member. Must be able to communicate effectively with staff at all levels of the organisation and outgoing and comfortable in handling external relations at all levels.


Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. DTCE has been funded by a consortium of donors under the umbrella of UNDP Support NEX Project “Support to DTCE”. Details can be found at www.dtce.org.pk

Duties and Responsibilities:

The CEO is team leader for the office of the Chief Executive Officer and the DTCE management team responsible for the day-to-day operations of DTCE including the management and financial aspects and ensures that all cardinal principles of the organization are fully adhered to. The CEO is responsible for DTCE results, operations, efficiency, transparency and accountability before the Board of Directors and shall be governed by the terms and conditions as may be determined by the Board of Directors from time to time, duly approved by the Chairman of the Board.

The CEO is reporting to the Chairman of the Board of Directors and his/ her detailed responsibilities include the following:

1.Responsibilities in relation to the Program Management:

To provide leadership for implementation of a networked national movement in support of community participation and community empowerment within the framework of devolution.

To manage the implementation of DTCE program components in accordance the program outputs and outcomes stipulated in the logical framework in collaboration with the Project Management Unit (PMU).

To ensure timely achievement of the goals of the annual and quarterly work plans and the execution of annual and quarterly budgets.

To institutionalise the work planning exercise by using MS project and evaluate results and performance on the basis of IME system.

To give substantive feedback for preparation of an integrated annual plan and budget forecast with regard to DTCE program implementation in direct coordination with headquarter and field teams.

To approve terms of references and oversee organisational processes in relation to recruitment of key personnel, outsourcing of contracts to local, regional and national CSOs, and other contractual arrangements with international firm and NGOs in collaboration with PMU.

To represent DTCE before the government, the media, academia and other opinion formers, as well as Pakistan civil society.

2.Responsibilities in relation to reporting to the Chairman of the Board:

To report directly to the Chairman BODs and ensure that a professional communication line is maintained with the Chairman and he is kept informed about the DTCE progress in a timely manner.

To seek advise of the Chairman in relation to policy, resource mobilization, particularly donors relations, and other management issues of DTCE, as well as ensure timely implementation and follow-up of the Chairman’s instructions.

To ensure that Chairman is taken into full confidence before launching any new programming element or opening of new district for DTCE intervention or discontinuing any existing program of DTCE.

To apprise the Chairman about the budget execution, overall resource availability, performance targets and achievements, as well as suggest different ways and means for enhanced organizational efficiency, business processes and transparency and accountability of head quarter and field operations.

3.Responsibilities in relation to reporting to the Board of Directors:

To be a member and Secretary of the Board by virtue of his office.

To represent DTCE before the Board and seek approval for DTCE annual work plan, budget execution and other policy issues.

To ensure timely implementation of proposals of BoDs, DTCE integrated annual work plans and budgets approved by the Board, mid-term and final evaluation reports, as well as other decisions taken by the Board.

To keep the Board informed about the periodic internal and external program evaluation and financial audit of DTCE.

To inform the Board about the progress in DTCE program implementation, organisational impediments and suggest different alternatives to address such issues.

To apprise the Board about DTCE program implementation, recruitment and outsourcing strategies, execution of contracts in the field, and institutional relationships with and progress of the key partner organizations.

4.Responsibilities in relation to the Donors Coordination:

To represent DTCE before the donors and inform them about the DTCE resource mobilization strategies and progress of DTCE program implementation.

To ensure that donors concerns and feedback are adequately addressed and DTCE responds to their queries, suggestions and feedback in a most efficient, professional manner.

To provide timely and pre agreed information to the cost-sharing donors and represent DTCE in donors related meetings and workshops.
