Experience of managing large contracts and outsourcing to consulting firms and Civil Society Organizations. Having knowledge of the consulting and civil society sector in Pakistan with special reference to organizations being involved in elections.



The Election Commission of Pakistan and several donors expressed a strong interest in ensuring coordinated support to the next elections. UN/UNDP and several donors undertook an assessment of the environment within which the next elections will take place, with a view to identifying the needs for technical assistance. In light of the findings and recommendations of the assessment missions, Support to National Elections in Pakistan has been formulated to support a free, fair and transparent electoral process. The project would be implemented using the UNDP Direct Execution (DEX) arrangements under the supervision of Project Steering Committee (PSC).
Duties and Responsibilities
The Contract Management Specialist will carry out the following:
1. To undertake outsourcing and/or contract administration, that includes development of TORs for the assignment and developing RFPs
2. To provide guidance on contractual, legal, and financial issues related to contract proposals and agreement
3. To perform cost and pricing analysis, negotiate terms and conditions, identify risks and coordinate solutions
4. To monitor and evaluate the performance of the contracting parties as per the contract terms.
5. To performs site visits, provide technical assistance to the contracting parties and direct corrective action for under performing contractors
6. To make summary reports to higher administrative levels along with recommendations to improve contractor performance
7. To make final evaluation of contract performance at expiration of contract and prepare standard reports as designated by higher management
