Experience:

A minimum of 3-5 years experience in communication at National/International level with demonstrated experience of similar work done for donor/ aid and / or government agencies
Proven track record of working with donor funded projects in the areas of Communications
Previous experience of operationalizing and managing Project advocacy & communication strategy/ media strategy, workshop and seminars
Excellent report writing and communications skills in English & Urdu
Ability to work in a complex and multi-stakeholders environment

Description:
 

Background

The Election Commission of Pakistan and several donors expressed a strong interest in ensuring coordinated support to the next elections. UN/UNDP and several donors undertook an assessment of the environment within which the next elections will take place, with a view to identifying the needs for technical assistance. In light of the findings and recommendations of the assessment missions, Support to National Elections in Pakistan has been formulated to support a free, fair and transparent electoral process. The project would be implemented using the UNDP Direct Execution (DEX) arrangements under the supervision of Project Steering Committee (PSC).

Description
1. To implement and refine communication strategy and polices by assessing information dissemination needs inline with the Projects’ strategic objectives

2. To market the Project for greater visibility and access of the target population to Project services

3. To manage Project’s communications operations both internal and external

4. To recommend and oversee the development and implementation of efficient internal communication protocols

5. To act as Project Communications Focal Person & develop/modify/refine the Project communication strategy and manage various activities related to media

6. To manage the Project’s media related activities through contracting to communication agencies and civil society organizations.

7. To organize media events.

8. To supervise the development of publications – hardcopy, multimedia and/ or web-based, and provide quality control in line with the Project’s corporate identity standards

9. To ensure that regular publications (case studies, research reports/ papers, Project updates, occasional papers, newsletters, etc.) are printed, and updated (in case of website) in a timely and consistent manner

10. To maintain regular liaison with all Partner organization in order to identify communication needs; provide necessary support accordingly.

11. To document case studies, lessons learnt, etc. for Project web-site, advocacy campaigns and reports

12. To develop evaluation criteria for the voters education campaigns

13. To develop methodology for monitoring the sub contracts and implement the designed methodology.

14. To Undertake the evaluation through out sourcing to firms and agencies.

15. To perform any other duties as required by the Project Manager for achieving an above objectives
