1. Context

Pakistan was rocked by an earthquake measuring 7.6 on the Richter scale. This earthquake has devastated, Azad Jammu and Kashmir and northern parts of the NWFP Province. Immediate relief phase for the most affected population of NWFP & AJK has been successfully carried out by UNDP.

UNDP has prepared an Early Recovery Framework (ERF) in accordance with the strategy established by the UN in November 2005. The ERF incorporates and builds upon the project submitted in the South Asia Earthquake Flash Appeal, and is designed to meet the needs identified by the Early Recovery Framework and Action Plan. Community Based Livelihoods Recovery Programme for earthquake affected areas of NWFP and AJK is a component of the ERF. The project aims to support immediate and mid-term livelihood recovery of the vulnerable populations in the earthquake affected areas in AJK and NWFP, directly supporting the ERF. This is envisaged to be achieved through reviving the capacity of the concerned line departments, NGOs and CBOs for restoring livelihood of the affected earthquake vulnerable groups by improving agricultural production, rehabilitating critical minor infrastructure, MED, vocational skill training and preventing environmental degradation.

Under the overall supervision of the Project Manager, of the Community Development will be responsible to:

Assist in the development of a strategy to proceed from one village to another and one Union Counsel to another within the district.
Carry out Social Mobilization in rural communities, conducting participatory appraisals and create awareness. Identify problems and examine solution before incorporating them in final resolutions by the community. Establish and develop village organizations.
Facilitate Social Organizers and the villagers to establish saving and credit schemes. Ensure that the communities are involved in the design, planning, implementation and monitoring of all development proposals.
Work closely with the extension staff of the Line Departments and NGO operating in the area and be aware of all other activities going on there.
Provide background data on the other development agencies and activities in the area.
Assist the community in the collection of baseline data about each village from time to time as advised by the Project Manager through the Social Organizers.
Provide regular progress reports to the Project Manager on the activities in relation to the work plan and establish a well defined monitoring system for the activities within the preview of the TOR of the Social Organizers.
Perform any other duties as required by the PM within the area of his/her competence.
