The Government of Pakistan has established an Earthquake Rehabilitation and Reconstruction Authority to spearhead the rehabilitation and reconstruction activities, in the wake of devastating earthquake of 08 October 2005, in the eight worst affected districts of NWFP and AJK. The Authority is mandated to:
Survey and assess damages and needs in the earthquake affected areas;
Formulate a comprehensive umbrella development plan for reconstruction of the damaged housing, settlements, social infrastructure, economic infrastructure, communication and transportation, energy and defense establishments;
Initiate livelihoods support programmes for the affected population;
Take all necessary steps for early formulation and implementation of the related projects and programmes;
Prescribe cost effective technology, building codes, architectural designs, specifications etc. for housing and public buildings to protect against future seismic activity;
To fulfil its mandate, ERRA has established a three-tiered implementation framework for planning, coordination and implementation. At the district level, the lowest tier, a District Reconstruction Unit (DRU), headed by a Programme Manager, is responsible for the overall coordination of needs assessment, planning, implementation and monitoring and evaluation.
ERRA is coordinating contributions for reconstruction and rehabilitation from a large number of institutional and individual donors and sponsors including UN agencies, international NGOs, national NGOs and philanthropists. At ERRA level this task is undertaken by Donors and Sponsors Cell. To streamline coordination with large number of donors and sponsors at provincial/regional and district levels, ERRA needs services of regional/provincial and district coordinators. The District Coordinators in affected districts of AJK and NWFP will provide the required linkage between ERRA, SERRA, PERRA and DRUs in facilitating the donors and sponsors in execution of projects sponsored by them.
2. Duties & Responsibilities
Working under the overall direction of Programme Manager, DRU and Regional/Provincial D&S Coordinator, the District Donors & Sponsors Coordinator will be responsible for following activities:
Act as a focal person and assist DRUs in its interaction with donors and sponsors who are funding various facilities in earthquake affected areas;
Assist DRU Programme Manager in his/her interaction with the donors and sponsors and advise on all aspects of sponsored projects and activities;
Guide and monitor the work of Donors & Sponsors active in the district;
Examine the proposals submitted by donors/sponsors and advise ERRA D&SCC on their appropriateness and assist donors and sponsors in meeting all ERRA requirements/guidelines;
Facilitate and guide the potential donors/sponsors in selection of projects, submission of requests for NOCs and MOUs and their early clearance;
Assist in handing over of sites to the donors and sponsors;
Monitor the progress on projects funded by donors and sponsors, assist in removing any impediments and furnish progress reports on prescribed times and formats to Regional/Provincial Coordinators.
