Description:
 

The services of the Institutional Development Specialist / National Project Manager will be required till December 2008 for project implementation. He/She will work under the Ministry of Women and Development, Executing Agency of the project, under the supervision of National Project Director (NPD). IDS/NPM will collaborate closely with NPD, UNDP, Government counterparts and key stakeholders in order to facilitate project implementation towards the desired goals and objectives. IDS/NPM will be responsible for general and financial administration, progress reporting, monitoring and the quality control of inputs from consultants and subcontractors providing assistance to the project.

Scope of work

IDS/NPM will be responsible for undertaking the following specific tasks:

1. Conduct a comprehensive analysis of the organizational structure, which the project can support, baring in mind sustainability and most effective cooperation with and support to other government institutions.
2. Hold discussions with the concerned Ministries in order to obtain a comprehensive overview and understanding of the kind of institutional strengthening required at different levels
3. Recommend changes, if any, in institutional arrangements and approval authority to expedite project implementation.
4. Provide advice and practical support to MOWD in building:
5. Capacity: Posts to be created and the structure of the MOWD, staff recruitment procedure, selection and induction of staff, human resource management, equipments required, staff development training required and so on.
6. Programme Development & Management: Putting in place systems and processes for effective development and management of MOWD’s programmes including monitoring & evaluation systems.
7. Planning: Providing training and support on strategic and operational planning. Setting up sustainable system and process for participatory annual planning. Undertaking the review of MOWD’s current annual reports and budgets of MOWD and producing the Revised Version.
8. Gender Mainstreaming: Managing a small team of staff working on gender mainstreaming with the gender focal points of other Ministries.
9. Resource Mobilization, Donor Reporting and Managing Programme Finances: Producing a fundraising strategy for MOWD; putting in place systems of recording resource mobilization activities, monitoring allocation of funds and project expenditure; and donor reporting. Putting in place a system for effective matching of MOWD’s funding requirements and donor’s interests. Putting in place a procedure for reaching agreements with donors.
10. Coordination of the Gender Programme: Designing systems and processes for bi-monthly consultation/discussion meetings with gender & development partners in Pakistan including other government agencies, donors, national and international NGOs and others.
11. Liaison and Networking: Setting up a procedure for liaison with the media and press to enhance the relationship between MOWD and the media and press. Advise on effective liaison with the international media.
12. To carry out any other duties assigned by the Advisor to the Prime Minister/Minister incharge, Secretary and/or Additional Secretary, MOWD
