Under its mandate, ERRA has developed a Social Protection Strategy for the protection of the most vulnerable populations affected by the earthquake of 8 October. The Strategy incorporates concrete actions, recommendations and policy guidelines for the rehabilitation of the vulnerable groups, identified as widows and women-headed households, children without parental care, people with disabilities, the elderly and the landless due to the earthquake. Some of the components of the Strategy include provision of cash grant to vulnerable groups, assistance in housing reconstruction, livelihood development and vocational training opportunities, and legal and administrative support in accessing land/property rights especially for women and children.
In order to implement the interventions proposed, ERRA requires a strong presence at the field level. ERRA will strengthen its capacity at the Provincial, State and District levels by recruiting Social Protection Coordinator (SPC), preferably women, at SERRA PERRA and DRU levels. The SPCs will serve as focal points on Social Protection for communities and coordinate with relevant Line Departments and NGOs towards implementation of the ERRA Social Protection Strategy, including policy recommendations for vulnerable groups (free access to education, healthcare, rehabilitation facilities, etc.)
SPECIFIC DUTIES and RESPONSIBILITIES:
The specific duties of the Social Protection Coordinators, would include, interalia, the following:
Coordinate with District Social Welfare Officer/Social Welfare Department, NGOs and CBOs on Social Protection initiatives;
Serve as ERRA focal point on Social Protection for communities and specifically vulnerable groups (widows/women-headed households, orphans, disabled, elderly, landless due to EQ)
Provide information on specific programs and projects for vulnerable groups
Support vulnerable groups, and where necessary, refer to Government services and NGOs for accessing legal aid and grievance redressal mechanisms, accessing compensation, assistance in housing reconstruction, provision of barrier-free housing plans for the disabled, and linking vulnerable groups to livelihood support programs, etc.
Coordinate with District Offices for record-keeping of NGOS working in the District, with mapping of what services are being provided and what are the comparative strengths and weaknesses of the different actors.
To support Social Welfare Officer/Department in Monitoring of Child Protection and in coordinating District-level Child Protection Committee, to be lead by the Social Welfare focal point.
To provide advise & technical assistance in different departments at ERRA, PERRA/SERRA and DRU in respect of social protection concerns.
To Identify and assess the issues related to Social Protection requiring interventions.
To handle dissemination of information & guidelines on Social Protection activities.
To coordinate on ground activities at district level with ERRA, PERRA/SERRA and DRU.
