The candidate for the position should have vast exposure of working in environmental management activities. Experience of reviewing EIA/IEE and environmental management plan in civil work or construction activities. Related activities and at least 7-13 years of experience in formulation, planning and management of environmental projects. Innovative research approach for sustainable environment and restoration methodologies for protection of natural resources will be required. Previous work experience in the mountainous region/earthquake affected areas will be preferred. Good communication skills in English and Urdu and good report writing and presentation skills are essential.

Background

The Government of Pakistan has established an Earthquake Rehabilitation and Reconstruction Authority (ERRA) to fasten the rehabilitation and reconstruction activities, in the wake of devastating earthquake of 08 October 2005, in the six worst affected areas of NWFP and three areas of AJK.  The Authority is mandated to:
                      
Survey and assess damages and needs in the earthquake affected areas.

Formulate a comprehensive umbrella development plan for reconstruction of all  the damaged infrastructure and  establishments enabling the people to start respectable living.

Initiate livelihoods support programmes for the affected population.

Take all necessary steps for early formulation and implementation of the related projects and programmes.

Prescribe cost effective technology, building codes, architectural designs, specifications etc. for housing and public buildings to protect against future seismic activity.

ERRA Approach to rehabilitation and reconstruction is guided by a set of basic principles, adopted by UN system and international development partners as well which, inter alia, include:

Focus on the most vulnerable.
Early restoration of local government’s capacities.
Rebuild peoples’ livelihoods and secure human development gains.
Reduce future disaster risks through Natural Resources Management
Engage beneficiaries, civil society and private sector.
Ensure equitability, transparency and accountability.
Involvement of all stakeholders in all stages of rehabilitation form planning to implementation.
Providing effective role to provincial and district governments and affected communities in all aspects of implementation.

Duties and Responsibilities

Working in the Environmental Protection Cell of ERRA with Programme Manager Environment under the direction of SMA, ERRA, and in close collaboration with other wings of ERRA and advisors/consultants for other components, the Sr. Environment Expert will be responsible for following activities:

Development of a comprehensive programme document for implementation of environmental strategy depending upon the interventions and mega reconstruction projects in Governance Sector.

Collect and integrate all available data on damages to prepare PC-1 in NWFP and AJK and produce firm estimates for use in planning, budgeting and implementation phasing;

Provide advise and Technical assistance in different departments at ERRA,PERA/SERA&DRU in respect of sustainable environmental approach in development/rehabilitation;

Prepare an overall implementation strategy in close collaboration with the provincial/state and districts governments and relevant donor agencies like WB, ADB and UNDP.

Identification of required expert services for planning and designing of reconstruction;

Develop a comprehensive plan for the rehabilitation of environmental damages on long term basis.,

Strengthening capacity of concerned provincial/state departments to undertake emergency infrastructure reconstruction.  

Identify & assess the issues observed necessary for sustainable use for revival of natural resources like water, forestry and wildlife;

Chalk out policy for sustainable use of timber in the affected areas to ensure green construction.

Prepare a emergency preparedness and disaster management plan for the federal, provincial/state and district levels;

Develop a planning, management, coordination, implementation and monitoring mechanism for the component and activities therein, with due regard to overall ERRA management and implementation approach and in close consultation with the provincial/state and district governments and intended beneficiaries.
