On 8 October, 2005, Pakistan was rocked by an earthquake measuring 7.6 on the Richter scale. This earthquake has devastated, Azad Jammu and Kashmir and northern parts of the NWFP. The earthquake has affected more than 5 million people with more than 2.5 million in need of immediate relief support. The Federal and Provincial Governments, Donors, NGOs and UN System rushed relief assistance to the affected areas and relief efforts are still continuing.

To cope with this enormous task of rehabilitation and reconstruction in the disaster affected areas the Government of Pakistan has established the Earthquake Rehabilitation and Reconstruction Authority (ERRA). In response to the request from the Government of Pakistan, UNDP will support ERRA in carrying out its mandate through programmatic and institutional capacity building. With the view to strengthening ERRA’s capacity in programme planning and implementation, UNDP has provided a Senior Programme Advisor as part of its “Technical Assistance for Management of Earthquake Early Recovery” (TAMEER). He was initially deployed with the Planning and Implementation Wing, but over time he is called upon to advise and assist the Deputy Chairman. His time is therefore divided between the Planning Wing and the Deputy Chairman. This situation has put a huge strain on him. ERRA has therefore requested for a Programme Advisor to support SPA in the performance of his tasks. ERRA hhas now requested for a Programme Advisor to assist SPA in execution of his tasks. Following are Terms of Reference of the Programme Advisor: 

Duties and Rsponsibilities:

Programme Advisor will be the focal point for programme planning and implementation by assisting the Senior Programme Advisor in execution of his tasks pertaining to recovery, rehabilitation and reconstruction. He will ensure preparation of comprehensive work plans and their efficient and effective implementation.

Since its creation after the earthquake, ERRA has a come a long way in developing its structures identifying staff and laying down systems and standing operating procedures (SoPs). The role of the Programme Advisor will be critical in assisting SPA in implementation of sectoral strategies, ensuring preparation and implementation of efficient development plans and monitoring effective execution.

The Authority will need motivated and experienced human resources for efficient execution of its assigned task of EQ rehabilitation and reconstruction. Drawing on his personal skills and experience, the Programme Advisor will help SPA to put in place, a mechanism for an efficient and transparent process of recruitment of human resources and preparation of job descriptions etc.    

Act as interface for ERRA in establishing linkages with the administration at the Federal, Provincial and District levels and with the Planners and Experts for smooth and effective implementation of ERRA’s programmes, policies and mandate.

Coordinate for SPA in establishing liaison and rapport with the IFIs, UN Agencies, Donor Community, Civil Society and other Stakeholders for directing a harmonized effort in the rehabilitation and reconstruction process.

Prepare plans for effective utilization of the technical assistance support by UNDP and provide necessary support for mobilization of the inputs by ensuring production of intended outputs and results.
