Experience:

3 to 5 years of experience in programme/project management, implementation and monitoring; Knowledge of working on projects dealing with pre-fabricated structures would be preferred;

Knowledge of the Local Government System and institutions in Pakistan;

Experience with international donor agencies;

Excellent organizational, coordination and communication skills;

Demonstrated capacity to plan, prioritize and deliver tasks on time to meet goals in a highly pressured environment;

Demonstrated experience of managing a team;

Computer skills in common office programs (Word, Excel Power-Point, etc);

Description:
 

 Context

The 8th October 2005 earthquake measuring 7.6 on the Richter scale devastated five districts of North West Frontier Province (NWFP) and 3 districts of Azad Jammu & Kashmir (AJK). The affected districts include Abbotabad, Mansehra, Shangla, Battagram and Kohistan in NWFP and Muzaffarabad, Bagh and Rawalakot in AJK.

BEGIN ER aims to enable Local Government Institutions (LGIs) to function again quickly and have technical capacities to plan and implement disaster recovery activities in equitable, transparent and accountable ways. The project would engage all partners including the affected citizens and communities, especially the most vulnerable and inaccessible, in designing implementing and monitoring of recovery and rehabilitation initiatives. The project will deliver two outputs:
 
Capacity restoration and development of local government institutions;

Capacity of local government officials and elected representatives developed to play an effective role in coordination, planning and monitoring disaster response.

Terms of Reference: Engineer (2 positions, based in NWFP and AJK)

Under the direct supervision of the respective Field Managers, and through them of the National Project Coordinator, the terms of reference for Engineers, one based in NWFP and the other in AJK, will be as follows:

Work with the Field Manager and National Project Coordinator for planning and prioritization of activities in the field;

Assist the Field Manager in delivery of pre-fabricated office structures to identified sites and supervise the setting up of all necessary equipment and pre-fabs on the site;

Supporting and providing technical advice to the staff and government counterparts in tasks related to advance preparations and preparation of the site before the installation of the prefabs;

Supervise technicians and helpers to assist in effective delivery and setting up of prefabs to the required site;

Oversee all the administrative aspects of the project in the field, on a day-to-day basis and extend all support to the Field Manager as requested;

Provide quarterly and annual progress reports to the Field Manager;
