Leadership and supervisory experience
Experience in developing project proposals and implementation reports required.
Demonstrated capabilities and experience in institutional capacity building and management of large scale training programmes will be an added advantage.
Knowledge of parliamentary processes, issues and systems desired
Preferably 5-8 years of working experience in donor assisted projects or development agencies with focus on project management, institutional development, capacity building in public, private and civil sectors, and community participation system.
Strong problem solving skills
Have sensitivity for gender issues

The Strengthening Democracy through Parliamentary Development in Pakistan is designed to promote effective and efficient parliamentary procedures, services, management and administration established to help members of both houses fully perform their oversight, legislative and representative functions.

Duties and Responsibilities:

The Project Manager will, in general, be responsible for the operational management and the production of project outputs according to the project document and the procedures as outlined in the Project Cycle Operations Manual.

 Reporting to the National Project Director, he/se will

Select, recruit and supervise project administrative support staff in consultation with NPD.
Prepare and revise the project work plans, budgets and financial plans.

Organize and manage project activities according to the work plan in order to produce the outputs.

Co-ordinate and supervise project technical personnel.

Co-ordinate and organize review meetings.

Prepare project reports and other required reporting material.

Maintain with the UNDP Unit Chief, Governance a technical overview of the plans activities and implementation of the project.

Design, coordinate and implement the UNDP policy with the project including a detailed operations timetable and work plan and budget for each component.

Ensure proper training of the parliament staff.

Evaluate the need for specific programmes to address the involvement of women members in all activities of the two houses.

Prepare and submit the Annual Project Report (APR) and any other required progress report and ensure that project personnel as required prepare reports.

Liaise with the National Project Director (and other relevant local authorities) on project identification and implementation.
