ContextThe Sustainable Livelihoods (SL) Programme is one of the four main programmes of UNDP along with governance, gender and environment. The SL Programme is aimed at addressing poverty eradication in the context of poverty and environment nexus. The SL Unit dedicates its efforts to poverty alleviation by providing people access to facilities and opportunities that they can use to improve quality of their lives and their livelihoods in a sustained manner. The programme contains within its fold interventions in poverty monitoring, support for poverty related policy and advocacy, natural resource management, microcredit, micro enterprise development, ICT for development and strengthening national response to HIV/AIDS.Scope of the PositionUnder the overall supervision of Assistant Resident Representative/ Sustainable Livelihoods (ARR/SL), the Programme Officer would perform the following tasks. Manage a portfolio of projects/ programmes in SL Unit by ensuring timely and cost effective mobilization of UNDP inputs to produce quality outputs through effective workplanning and monitoring (field visits, TPRs) of projects/programmes results. Manage various programme missions. Review periodically the commitments and disbursement levels of the portfolio. Prepare mandatory and substantive budget revisions. Monitor closely liquidation plan of approved budget and recommend timely redirection of resources when feasible and liaise closely with cost sharing donors. Provide input in the preparation of programme guidelines and manuals. Assist the Unit Chief in corporate workplans and reporting. Produce high quality concept papers on cutting edging issues pertaining to livelihoods issues. Initiate and maintain close contacts with relevant Government officials/local leaders, NGOs and International agencies to ensure enhanced buy in of the SL Programme. Assist the Unit Chief in effective advocacy activities through networking with media. Seven years experience in programme design and implementation, preferably with an international development organisation

YesMastersMasters DegreeMasters degree in Economics, Business Administration, Public Adminsitration, Environmnet, Natural Resouce Mangement or a related discipline, preferably from a renowned foreign university.

Skills

YesComputers Excellent  High degree of computer literacy with hands on experience with Microsoft Word, Excel, Powerpoint and Outlook. Exposure to an ERP such as SAP, Oracle or Peoplesoft would be a distinct advantage.
YesLanguage Excellent  Excellent English language skills, composition and presentation.
YesCommunications Excellent  Team player to work in a multi disciplinary and multi cultural environment Effective negotiation skills, particularly with national counterparts and international donors.
