At least 4 years of practical professional experience of dealing with Police issues. Preference will be given to candidates with experience of service in the police department.
Possess leadership and problem-solving skills.
Strong management vision and skills.
Strong knowledge of governance issues in Pakistan, particularly pertaining to the current national reconstruction process in general and devolution in particular.
Have a strong commitment to community participation and empowerment.
Have sensitivity to gender issues; Computer literacy is must.
Demonstrated ability to work effectively and harmoniously with people from different cultures/backgrounds.
Strong communication skills in English, Urdu and working knowledge of other local languages.



Devolution Trust for Community Empowerment (DTCE) is a registered entity with the Security Exchange Commission of Pakistan under the Companies Ordinance 1984, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. DTCE has been funded by a consortium of donors under the umbrella of UNDP Support NEX Project “Support to DTCE”. Details can be seen at www.dtce.org.pk

Devolution Trust for Community Empowerment has recently launched Police Welfare and Community Partnership Programme in District Haripur and Lasbella. The activities will include training and sensitization workshops of all the police officials of the Districts; establishment of Police Community Relation Centers, holding of Khulee Katcheries(KKs) at the union council level, activation of Union Public Safety Committees and their linkages with District Public Safety and Police Complaint Commissions and Citizen Police Liaison Committees, as well as facilitating union council /police thana performance contracts based on objectives determined by the communities.

In order to mobilize the community to participate actively in the KKs and share their grievances and suggestions on public safety issues, document the proceedings of the KKs, the services of local CSOs will be hired by the DTCE. Subsequently the task of holding KK will be transferred to the UPSCs once they are established by the respective union councils and trained by the local CSOs to hold KKs Therefore a training manual for the CSOs and training package for UPSC is required to be developed.

The Consultant on Police Community Relations (NWFP) will be responsible to undertake the following assignments:

Develop an integrated framework for implementation of Police Welfare and Community Relations Program in the partner districts of NWFP (particularly in Haripur) and formulate Objectively Verifiable Indicators (OVIs) for the program assessment.

Design and conduct police sensitization workshops and administer diagnostic questionnaires for analysis and reviews in collaboration with concerned Manager Field Operations Teams (FOT).

Supervise the establishment of Police Station Monitoring System (PSMS) in conjunction with DTCE IME team in the partner districts.

Supervise the establishment of Police Community Relations Centre in the partner districts in conjunction with Project Management Unit (PMU) and concerned Manager FOT.

Participate in selection of local CSOs who will organize the Khullee Kacheries at the union level and supervise the conduct of these Kacheries in the partner districts.

Facilitate the processing and channeling of information from the Khullee Kacheries to the concerned authorities in the district.

Coordinate with concerned Manager FOT and Social Organizer Network (SON) for projection of various issues raised in the Khullee Kacheries and through PSMS and analysis of OVIs for integration with other program components.

Undertake follow-up actions on MOUs signed with District Police Officer (DPO), Union Public Safety Committees (UPSCs), District Public Safety and Police Complaint Commission (DPS-PCC) to ensure timely achievements of the deliverables.

Evaluate the impact of Police Community Relations Program on the basis of OVIs, as well as direct feedback from actors and stakeholders in the target districts
