At least 10 years experience in social communications, donor and/or media relations, marketing of social services, or related experience.
Possess leadership and problem-solving skills.
Strong management vision and skills.
Strong knowledge of governance issues in Pakistan, particularly pertaining to the current national reconstruction process in general and devolution in particular.
Have a strong commitment to community participation and empowerment.
Have sensitivity to gender issues.
Have a wide network/linkage with different development institutions in the country.
Demonstrated ability to work effectively with people from different cultures/backgrounds.
Excellent communication and report writing skills in English is required.



Devolution Trust for Community Empowerment (DTCE) is a registered entity with the Security Exchange Commission of Pakistan under the Companies Ordinance 1984, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. DTCE has been funded by a consortium of donors under the umbrella of UNDP Support NEX Project “Support to DTCE”. Details can be seen at www.dtce.org.pk

Duties and Responsibilities

Under the overall supervision of the Chief Executive Officer (CEO), the Director - Donor Relations is responsible to develop and manage the implementation of DTCE donors’ relation policies and programs in collaboration with the Chief Technical Advisor (CTA), Project Management Unit (PMU), as well as headquarter and field operations teams. In this context, the Director - Donor Relations has the following responsibilities:

Provide strategic direction to DTCE resource mobilization strategies and coordinate with DTCE cost sharing donors, prospective aid agencies, international development organizations and consortiums for mobilizing additional resources;

Conceptualize and develop DTCE donors relations policies, strategies, work plans and operating systems to support the resource mobilization process and formulate technical proposals to seek funding for DTCE program from external aid agencies;

Participate in planning; implementation, information-sharing and evaluation processes of organizational operations and interventions to ensure donor specific core functions are adequately represented in broader organizational plans and frameworks;

Develop periodic reports and updates for donors’ community projecting the salient features of DTCE programs, achievements and impact in collaboration with the PMU and Directorate of IME.

Coordinate and conduct donor visits/ missions to DTCE’s partner districts in collaboration with DTCE field operations teams and document the processes for organizational level sharing;

Liaise with other stakeholders like local governments, partner organizations, civil society organizations, associations and advocacy groups to ensure that local perspectives and practices from the field are feed into programmatic areas to inform the donors as part of on-going advocacy and resource mobilization efforts;

Undertake any other assignment with regard to donors’ relations as and when required by the CEO and CTA.
