The expert will have at least 10 years of demonstrated experience in financial management in developing countries. He must have high level of professional excellence with working knowledge and experience of government system and procedures in Pakistan.

Description:
 

Review current fiscal laws, regulations, and practices relating at national, provincial, and district levels;

To analyse and recommend fiscal administrative structures and its management provincial governments, line departments, directorates’ autonomous bodies and authorities in line with post devolution scenario.

Examine, evaluate and monitor effectiveness and reliability of accounting and internal control systems within provincial governments in relation to post devolution scenario and recommend policies accordingly.

Advise and propose cost effective and applicable solutions to smoothen the functioning of fiscal decentralization within provincial governments.

To analyse and suggest recommendations on Auditing / Accounting, budgeting and procurements with pre and post devolution framework for effective fiscal decentralization among provinces.

To develop a mechanism in collaboration with the provincial and local governments to track the information of local governments and suggest suitable measures for effective implementation.

Prepare research TORs to support the institutionalized restructuring of the PFC processes.

Organize consensus-building workshops/seminars/study tours of staff and elected representatives on fiscal devolution agenda;

Identify expert resource persons as needed whose services could be utilized as short term consultants on tools to be developed for effective fiscal devolution;

Organize workshop(s) to discuss the draft budget rules, fiscal transfer rules and accounts code; and incorporate workshop findings in the reform framework, as appropriate;

Use the workshop findings to revise the draft rules developed and prepare a policy, legal, regulatory, and institutional design input report; 

In coordination with other experts recruited under the project, identify and implement information dissemination about fiscal devolution.

Any other work that he/she may be assigned by the Chairman NRB in consultation with the NPM/NPD.

YesMastersMasters DegreeThe Candidate will have a postgraduate qualification in finance and public administration and exposure to fiscal policies and practices in Pakistan. The candidate should have excellent analytical and communication skills and be fluent in English, Urdu and at least one local language. He/She should have excellent writing skills and be well conversant with the use of computers.
