The Election Commission of Pakistan and several donors expressed a strong interest in ensuring coordinated support to the next elections. UN/UNDP and several donors undertook an assessment of the environment within which the next elections will take place, with a view to identifying the needs for technical assistance. In light of the findings and recommendations of the assessment missions, Support to National Elections in Pakistan has been formulated to support a free, fair and transparent electoral process. The project would be implemented using the UNDP Direct Execution (DEX) arrangements under the supervision of Project Steering Committee (PSC).
Duties and Responsibilities
Under the guidance of the Project Manager/Chief Technical Advisor, the Administrative Officer will provide high quality professional management expertise to manage ESU operations and advise the Senior Management on all aspects of ESU management and operations in accordance with UNDP rules and regulations.
The main role is to lead the operations, ensuring smooth functioning of the ESU operations, consistent services delivery and constant evaluation and readjustment of the operations to take into account changes in the operating environment as and when needed
As a member of the ESU management team, substantively contribute in the strategic direction of operations and perform the following activities:
Assist in Human resource management and undertaking actions related to the administration of the unit's human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc.
Provide information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
Managing procurement and sub contracting for assigned project activities, review and analyze technical specifications to ensure completeness, accuracy and competitive qualities, and identify optional courses of action
Assist staff in matters regarding procurement policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs.
Assist the Procurement Specialist in developing vendor pre-qualifying criteria, identify product sources and evaluate vendor performance as regards quality, prices, delivery, equipment, etc.
Coordinate timely delivery of goods and services. Participate in the market and supplier research. Prepare a variety of reports, correspondence, and documents (e.g. purchase orders, contracts and amendments) on procurement-related matters.
Assist in developing the unit's work program and budget; analyse inputs and formulate resource allocations by work program, or business processes.
Support the implementation of procedures and systems for implementing the appropriate financial database. Contribute to the development of budgetary guidelines for own unit.
General administration including supervision of support staff as, related administrative duties, as required such as management of file systems and records, assistance in the coordination of project activities with other stakeholders and other duties as assigned.
