He/ She must have at least 5-7 years of practical experience preferably with UN or international agencies in managing complex financial operations.

He/ She should be able to communicate, write and read in English and perform as an effective team member, possessing management skills, problem-solving skills and result oriented skills.

Proficiency in IT is a prerequisite for the assignment with necessary knowledge, skills and experience of using financial softwares.



The Election Commission of Pakistan and several donors expressed a strong interest in ensuring coordinated support to the next elections. UN/UNDP and several donors undertook an assessment of the environment within which the next elections will take place, with a view to identifying the needs for technical assistance. In light of the findings and recommendations of the assessment missions, Support to National Elections in Pakistan has been formulated to support a free, fair and transparent electoral process. The project would be implemented using the UNDP Direct Execution (DEX) arrangements under the supervision of Project Steering Committee (PSC).

Duties and Responsibilities

Under the guidance of the Project Manager/Chief Technical Advisor, the Finance Officer will provide high quality professional financial expertise to manage ESU financial operations according to UNDP rules and procedures and advise the senior management.

As a member of the ESU management team, contribute in the strategic direction of operations focusing on

Effective and accurate financial resources management

Confirm that proposed obligations or disbursement for services, supplies and equipment, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments.

Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.

Assist, prepare or consolidate financial reports for inclusion in the Financial Statements to be submitted.

Respond to internal/external audit observations.

Coordinate and supervise the processing of Inter Office Vouchers, payroll, vendor claims and travel

Monitor, analyse, and approve transactions for entry into the accounting system.

Manage the utilisation of project petty expenses and keep a track of petty cash expenditure in line with standard financial procedures.

Any duty assigned by the supervisor.
