Minimum of eight (8) years of continued involvement in formulating, implementing and managing technical cooperation programmes, preferably involving volunteers;
Experience in multi stakeholders’ coordination is essential.
Familiarity with UNDP rules and procedures and Government functioning is an important asset;
Must be a self-starter and be able to work independently with excellent demonstrated teamwork skills;
Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected;
Excellent analytical and evaluation skills; Fluency in spoken and written English and Urdu; and
Excellent working knowledge of MS Office-Word, Excel, Power Point, Intra-Internet



United Nations Volunteers (UNV) programme is the UN organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers.  UNV is administered by the United Nations Development Programme (UNDP) and work through UNDP’s country offices around the world.

Subsequent to the October 08 earthquake disaster, based upon UNV’s past experience of responding to disasters, UNV has been assigned the role of: “strengthening human resources capacity for implementation and coordination of recovery and rehabilitation initiatives through mobilization of volunteers.”  At the same time, the Government of Pakistan was initiating an establishment of the National Volunteer Movement (NVM), and senior management of NVM requested UNDP/UNV to provide technical assistance to NVM. 

Thus, the Government of Pakistan, UNDP and UNV formulated the project “Support to Volunteerism Initiatives in Pakistan” which consists of 2 components: (1) support to NVM and (2) support to national and international actors in recovery and reconstruction efforts.  The Project started implementation from January 2006, and UNDP/UNV requires a service of short-term consultant “Project Coordinator” for the component 1.  The expected output for the component 1 is “National Volunteer Movement started its operations as an institution to mobilize large number of volunteers, coordinate activities of volunteer-involving organizations, promote good volunteer management practices and advocate value of volunteerism.” 

Duties and Responsibilities:

Under the overall guidance of the UNDP Country Director and direct supervision of Director General, NVM and UNV Programme Officer, the Project Coordinator will closely work with NVM staff and UNDP/UNV staff.  His/her major responsibilities are to:

Ensure all agreed inputs including human resources and equipment are procured in compliance with relevant UNDP/UNV rules and procedures and provided to NVM.   This includes assisting NVM management to prepare Terms of Reference (ToR) for the posts to be recruited under the project

Assist all NVM staff and coordinate with UNDP/UNV to ensure the achievement of  Output Targets given in Project Results and Resources Framework of the Project Document (i.e. (1) Volunteers recruited and deployed by NVM to the affected areas, and (2) National scheme for recognizing volunteer efforts created)

Document achievements of NVM since its inception including progress and achievements of the 2 Output Targets above

Assist all NVM staff, particularly staff recruited by UNDP/UNV (ex. consultants and National and International UNV volunteers), for smooth implementation of their activities

Ensure completion of a third-party evaluation of NVM achievements, effectiveness, relevance, efficiency and sustainability by the end of November, including preparation of TOR, recruitment of a consultant for evaluation, providing support to the consultant

Assist NVM management in the development of organizational strategies on resource mobilization, and advising on rational financing of the activities. To act as principal adviser to the management on all matters pertaining to administrative support

Liaise with NGOs and Prospective Donors/Partners on behalf of NVM to workout funding proposals/possibility of joint ventures

Monitor and control budgetary allocations made by UNDP/UNV through regular reviews, provide effective monitoring reports and data to NVM management and to UNDP/UNV, and ensure proper adherence to the UNDP/UNV Financial Rules and Regulations. Identify deviations from plans and propose corrective measures

Achievement of 100% delivery of the Output 1 of the Project (Description of Output 1 is given in the Background section above)

2 page monthly progress reports including budget / expenditure status

Report on achievements by NVM

Evaluation report prepared by a third-party evaluator.
