With the transition phase from relief to recovery and reconstruction currently underway, the Government is gearing up to develop a reconstruction implementation strategy as well as to initiate coordination mechanisms for the early recovery phase.  The implementation of the pledges of USD 6.2 billions by various donors is an unprecedented undertaking for all the partners involved in recovery and reconstruction efforts and the need for strategic planning, effective coordination support and information dissemination has become paramount. 

The UN coordination efforts, through the UN Integrated Resident Coordinator’s Office shall contribute this effort by supporting a coherent response in the arenas of residual relief, recovery and rehabilitation.  The Resident Coordinator’s Office will provide UN-wide advice and support to the Government on issues related to transition from relief to recovery, reconstruction and rehabilitation, and donor coordination by strengthening analytical and coordination capacity of the UN Resident Coordinator’s Office.  It will also support the operation of the UN field coordination hubs in Muzaffarabad and Abbottabad and in select Districts to sustain relief and recovery response coordination and information flow to key stakeholders and decision-makers.

1. Background

On 8 October 2005 an earthquake measuring 7.6 devastated the northern regions of Pakistan killing thousands of people and destroying public and private infrastructures and bringing economic activity to a virtual stop.  The area affected measures about 30,000 sq km2 and is home to about 3.5 million people. According to national figures, 500,000 families have been affected that is, approximately 14% of the region’s population,70% of houses were destroyed and 30% damaged.  As of the timing of this project formulation, the death toll stands at 73,000 with some 70,000 injured. It has been touted as the worst natural disaster that has ever impacted Pakistan in its history.

The Government of Pakistan responded swiftly to the catastrophe as well as international partners, civil society and the population at large providing significant support both in cash and in kind.  The former established a Federal Relief Commission (FRC) within days to ensure coordinated action for rescue and relief operations, as well as the Earthquake Rehabilitation and Reconstruction Authority (ERRA) to support medium and long term rebuilding efforts. 

2. Reporting

The Field Data Information Officer will report on operational issues directly to the UN Resident Coordinator’s Area Coordinator and the Senior Recovery Programme Advisor on policy issues.  They will work closely with the PERRA/SERRA staff, Local Government staff and operational stakeholders engaged in residual relief and early recovery activities.

3. Duties and Responsibilities

1. In concert with the UN Area Coordinators and the Senior Recovery Programme Advisor, prepare a programme information collection plan with clear targets, outputs and outcome indicators, based on specific project work plans and the comprehensive monitoring plan developed to track progress and results
for each initiative on a quarterly basis.

2. Select appropriate data collection tools and methods for field staff to collect and analyze data to measure performance towards outputs, effective asset utilization and capture important lessons learned.

3. Organize information management data into the DAD (Development Assistance Database) or another in-house data management system for use by key stakeholders.
