Organizational Context

Under the present UN Reform efforts of the UN Country Team in Pakistan, the Resident Coordinator’s Office will be playing a more prominent role in the leadership and facilitation of the UN’s development assistance to Pakistan. It is in this regard that new roles and functions have been identified within the RC’s office with an aim to support the UN Agencies in implementing a more coordinated, effective and efficient UN Development Programme.

Under the guidance of the Coordination Specialist and the direct supervision of the M&E Specialist, the Database Integration Specialist’s role will be to asses the data requirements of the M&E framework of the Paksiatn UNDAF. The DIS would work closely with all UN Agencies to identify appropriate sources of data, and where not available, the DIS would provide technical advice to the M&E Specialist in designing surveys and other tools for data collection.

The incumbent would be required to establish links and network with national institutions, including the Government, NGOs, Civil Society, Academic Institutions and others entities that are involved with statistical analysis and data collection. The incumbent would also establish a system for the dissemination of data to partner agencies and organisations, with a specific focus on the possibillities for resource mobilisation.

Functions / Key Results Expected

Summary of key functions:
1.Undertake assessments of UNDAF M&E data requirements and undertake qualitative assessments of the existing data sources, thus contributing to the establishment of an UNDAF monitoring and evaluation system.

2.Assist in the design and implementation of socioeconomic and demographic surveys for the collection of relevant data where it is not available.

3.Establishing a network with national partners for strengthening the national statistical capacity.

4.Develop and administer a system for the integration and dissemination of relevant data in appropriate forms including the generation of tables, graphs and maps, including the roll-out of DevInfo Software within the UN System.

5.Supporting the monitoring, evaluation and planning functions and provide technical guidance and support to member UN agencies in the area of collection, analysis and reporting of data; also contribute to the mid-term and end of cycle reviews of UNDAF 2004-08 and the development of the new UNDAF 2008-2012.

Function 1 / Expected Results:

Develop a comprehensive and periodic needs assessment of UN agency data requirements as per their programmes and projects.
Periodic assessment of the quality of data from available sources including government and non-government
Recommendations on use of existing data to support the UNDAF M&E indicators.

Function 2 / Expected Results:

Developed periodic data collection mechanism for gaps in existing databases.
Provide technical assistance for the development of data collection exercises such as surveys, etc.


Function 3 / Expected Results:

Network of database/statistical specialists/institutions formed with clear TORs and membership.
Regular dialogue established with key national partners involved in data collection and dissemination.
Weaknesses and limitations of existing national capacity assessed.
Plan for the strengthening of National Capacity, especially Government capacity, developed and advocated.

All UN Staff become DevInfo literate and have up-to-date data and corresponding maps.

Function 5 / Expected Results:

Established a uniform approach to the use of data in the UN system.
Accurate data provided to serve as a basis for planning and evaluation functions.
