Organizational Context:

Under the present UN Reform efforts of the UN Country Team in Pakistan, the Resident Coordinator’s Office will be playing a more prominent role in the leadership and facilitation of the UN’s development assistance to Pakistan. It is in this regard that new roles and functions have been identified within the RC’s office with an aim to support the UN Agencies in implementing a more coordinated, effective and efficient UN Development Programme.

Under the guidance of the Resident Coordinator and the direct supervision of the Coordination Specialist, the M&E Specialist will assist the UNCT in the development and implementation of a comprehensive mechanism for the monitoring and evaluation of the UN’s Development Assistance Framework in Pakistan. This would entail the development and coordination of existing agency specific M&E capacities and resources, and working closely with the UN’s Thematic Working Groups to support and facilitate the M&E related aspects of the TWG’s work. The M&E Specialist would also supervise the work of a Data Integration Specialist, in conjunction with whom, the data requirements of the UNDAF M&E would have to be assessed.

The M&E Specialist will also need to establish an external network with National Counterparts including the Government, Civil Society, Academia and other institutions that are involved with Development related M&E. The primary purpose of this interaction is for learning and dissemination of information as well as building National Capacity in this regard including the statistical infrastructure. Considerable interaction with Donor Organisations will also be required so as to mobilize resources for activities such as surveys etc.

Functions / Key Results Expected

Summary of key functions:

1. Facilitates the UNCT in the development and implementation of the UNDAF M&E Framework and the establishment of a corresponding M&E system. Contribute to the mid-term and end of cycle reviews of UNDAF 2004-08 and the development of the new UNDAF 2008-2012.

2. Supervises the analysis of the M&E Framework’s data requirements and designs appropriate tools and activities for data collection, integration and dissemination in the appropriate form (DevInfo).

3. Assists the UNCT and TWGs in coordinating the M&E of UN Joint Programmes through participating in the evaluation of joint UN projects and the regular monitoring and reporting on the progress of UNDAF.

4. Actively promotes the strengthening of national statistical capacity through the establishment of an M&E network with national partners.

5. Supports UN Agencies in the construction of agency specific evaluation and monitoring plans for programmes and projects.

Function 1 / Expected Results:

Development of an overall M&E Framework which will form an integral part of the UNDAF Document.

Development of technically sound and clearly defined SMART indicators for each UNDAF Outcome.

Development of the UNDAF Results Matrix.

Compilation of Periodic progress reviews of the UNDAF Results Matrix through the TWGs.

Designing and undertaking periodic evaluations of progress vis-a-vis the stated UNDAF Outcomes and corresponding indicators.

Function 2 / Expected Results:

Analysis of the specific data requirements of individual UNDAF Indicators.

Analysis of the quality and reliability of available data sources.

Tools developed for the collection of socioeconomic and other data to be used by the M&E Framework (i.e. surveys, formats, etc).

DevInfo based database developed incorporating all UN related socioeconomic and other data.

Surveys designed and undertaken for the collection of required data if not available from existing sources

Function 3 / Expected Results:

Common systems and procedures developed for M&E of UN Joint Programmes.

A centralized hub for M&E of UN Joint Programmes developed with a corresponding decrease in workload for the individual UN agencies.

Function 4 / Expected Results:

Network of M&E specialists/institutions formed with clear TORs and membership.

Regular dialogue established with key national partners involved in socioeconomic surveys and data collection.

Weaknesses and limitations of existing national capacity assessed.

Plan for the strengthening of National Capacity, especially Government capacity, developed and advocated.

Function 5 / Expected Results:

Internal UN Inter-agency forum for coordinating M&E and other research activities developed.

Advisory assistance provided in the design and implementation of regular agency M&E activities.
