Organizational Context :

Under the present UN Reform efforts of the UN Country Team in Pakistan, the Resident Coordinator’s Office will be playing a more prominent role in the leadership and facilitation of the UN’s development assistance to Pakistan. It is in this regard that new roles and functions have been identified within the RC’s office with an aim to support the UN Agencies in implementing a more coordinated, effective and efficient UN Development Programme.

Under the guidance of the Resident Coordinator and the direct supervision of the Coordination Specialist, the Strategic Planning Specialist will assist the UNCT in the development and implementation of a strategic programme for the UN System in Pakistan. This would entail facilitating the development of the Common Country Assessment (CCA) and the strategic framework of the United Nations Development Assistance Framework and the development of UN Joint programmes. The SP Specialist will also facilitate field level UN programme coordination.

The SP Specialist will be an integral part of the RC’s Office’s Inter Agency Support Unit and will work in collaboration with the Monitoring & Evaluation and Data Integration Specialist.

The SP Specialist will undertake the above functions through supporting the UN’s Thematic Working Groups and external consultative groups including the Government, Donors and Civil Society. S/he will also work to build upon the coordination mechanisms that have been developed in the field.

Functions / Key Results Expected:

Facilitates the development of the CCA and the UNDAF ensuring a strategic focus on key UNDAF Outcomes that are in line with national development priorities and the MDGs, contributing to the mid-term and end of cycle reviews of UNDAF 2004-08 and the development of the new UNDAF 2008-2012

Networks with EAD, Planning Commission, ADB, WB and other development agencies and donors in order to ensure effective positioning of the UN among the development partners of Pakistan.

Supports the TWGs in the development and implementation of Joint Programmes and Projects.

Facilitate the implementation of field level coordination mechanisms including UN projects, the Government, donor funded projects and CSOs.

Initiates, designs and undertakes key periodic situational analyses regarding the socioeconomic, political and overall development context in Pakistan and advises/recommends revisions to the overall strategy.

Function 1 / Expected Results:

Development of a focused, prioritized and strategic programme log-frame which will form an integral part of the UNDAF Document.

Development of separate programme components of the UNDAF reflecting joint contributions and organization specific contributions to the UNDAF.

Review and documentation of National development priorities (i.e. MTDF, PRSP, Sectoral Plans, etc.)

Function 2 / Expected Results:

Establishes and/or participates in existing external networks to continuously monitor changes in development priorities. 

Analysis of historical development trends and possible near term and long term scenarios.

Function 3 / Expected Results:

Increased number of projects being implemented jointly by a number of UN Agencies through the joint programme modality of ‘One Budget, One Work Plan’.

Function 4 / Expected Results: 

Development of provincial and district level coordination mechanisms.

Linkages between overall strategic framework and project implementation in the field.

Improved feedback mechanism into overall strategic framework from field level experience and lessons learned.Greater inclusion of donors and Civil Society into UN programme development.

Function 5 / Expected Results:

Development of periodic situation reviews which analyze the main social, economic and political trends internal to the country and those affected by external factors.

Initiates a process of pre-conflict analysis for selected areas in which the UN agencies operate.

Designs specific assessments that relate directly to UN programme implementation using tools such as SWOT analyses, stake-holders analyses and needs assessments.
