He/she should have at least 7 years experience in gender policy formulation and programme/project development management and monitoring, especially dealing with gender issues and empowerment.

He/she should also have prior experience with capacity/institution building programmes or projects. Familiarity with UNDP rules with respect to national execution modality will be an added advantage. The person would be able to work as an effective team member and possess skills in analysis, communication, presentation and technical report writing.


Background and Rationale
NWFP – Essential Institutional Reforms Operationalisation Programme (EIROP) is a joint venture of the Government of NWFP, UNDP and the Swiss Agency for Development and Cooperation (SDC) and is executed by the Planning & Development Department of the Government of NWFP. EIROP aims at promoting good governance, institutional reforms, gender-sensitive and participatory capacity building of state functionaries, public representatives and civil society in NWFP. In its phase II EIROP is to focus on issues of participation, responsiveness and accountability. The project will appoint a full time Gender Specialist, initially for 1 year. 

Working Arrangement

The Specialist will serve as one of the core staff member and provide substantive support and report directly to NPM/NPD.

Duties and Responsibilities

He/she will carry out the following specific tasks:

Serve as advisor to the executing agency on policy matters related to gender issues and contribute to the design of strategic initiatives requiring a specific gender input.

Conduct and guide studies and policy researches on women political participation and women access to public services including health, education and access to justice.

Review all activities related to gender carried out in Phase-I of the project and identify new activities for Phase II.

Review local government’s Annual Work Plans and Budgets, analyze gaps in order to rectify gender imbalances and promote gender-sensitive budgeting.

In consultation with all stakeholders including civil societies develop a consensus on gender mainstreaming and propose strategies to enable and facilitate women access to public services including education, health and justice.

Organize mass awareness campaigns to sensitize local population on gender issues.

Provide technical advice and support to design and implement project activities related to women participation in Local Governments and Citizen Community Boards (CCBs).

Provide technical advice and support to design and implement project activities related to capacity building of elected women councilors and functionaries of the state.

Identify guide and document best practices in area of intervention for possible replication.

Assist in preparation of gender sensitive TORs for the consultants and evaluation of candidates.

Yes(Computers, Communications, Language etc): Excellent  He/she should be gender sensitive and intimately familiar with gender and poverty issues in Pakistan. The incumbent should be fluent in English with excellent reporting writing skills. Knowledge of one of the languages predominantly spoken in NWFP is essential. He/she should be computer literate and intimately familiar with Internet/e-mail operations and Microsoft Office package. Female candidates are encouraged to apply.
