At least 10 years of practical and demonstrated experience at International/National level of similar consultancy/ work done for national/international donor/aid agencies and/or government agencies.


Under the overall guidance and supervision of the National Project Director (NPD) and the National Project Manager (NPM) at Federal level and the support of four Provincial Project Directors (PPDs) and Managers (PPMs), the selected Advocacy and Communication Specialist in order to prepare and implement the strategy shall be responsible for undertaking the following activities for achieving the envisaged outputs as envisaged under

Work plan: Prepare and agree with the Federal PMU on a comprehensive work plan and strategy to complete this assignment within the stipulated time frame;

Literature review: Conduct a literature review of all available Project details/materials, including laws, RoBs, reports, MAs proceedings, MASS & MAJA Work plans, etc;

Stakeholder consultations: Undertake and properly document extensive National, Provincial and selected pilot district level consultations with stakeholders viz. focus group discussions (FGDs), individual interviews of key informants, and meetings as per agreed list (to be prepared by the Specialist in consultation with Federal/Provincial PMUs) for seeking their inputs/feedback for finalizing the outputs stated at No. 6 above;

Develop and assist in implementation of the advocacy and communication strategy: After analyzing the underlying Project requirements and agreeing with FPMU on the scope of work/actions required for a proposed multi-dimensional yet targeted, practical and effective Advocacy & Communication Strategy for the Project assist in identification of existing mechanism/media, vendors, etc. and help in contracting and timely completion of the required activities/ tasks;

Documentation of Cases/ Cases studies: for documentary film and brochures; IEC materials, etc.

Clarify/agree on role & responsibilities of various Project stakeholders/staff in implementation of the proposed Advocacy and Communication Strategy: Spell out and agree on clear roles and responsibilities and timelines for execution of the proposed advocacy and communication strategy as per details worked out;

Presentation to Federal/Provincial PMUs: Presentation of proposed advocacy and communication strategy for seeking support of Provincial PMUs and approval by the Federal PMU/GU UNDP and subsequent implementation by the Federal/Provincial/District Governments/MAJA;

Engaging additional support required, printing and translations: Hire/engage any/all additional support required during the course and timely completion of this assignment, including printing of reporting formats and translations required; &

Draft & Final Report/s:  Submit draft and final report/s as per agreed assignment timeframe and submission of hard/soft copies (10 Nos. on CDs and printed version) of the report to GJTMAP Federal PMU.

Must Title Level Description
YesMiscellaneous Excellent  Prior working/research experience with Government, UN agencies, I/NGO’s, research institutions particularly in development communications, advocacy, social research, strategy formulation/implementation and report writing skills a must; Knowledge of local areas/languages, interview/consultation tools, methodology, media scene, etc. will be an added advantage; and Excellent team work, presentation, interpersonal, computer and analytical skills with good command over spoken and written English, Urdu and other local languages. Knowledge of UN system preferred.
