Be Pakistani national;
Minimum five years working experience of community development projects / programme or projects relating to the Local Government System etc.
Strong knowledge of organizational development and coordination of multifaceted operations;
Strong knowledge of governance issues in Pakistan, particularly pertaining to the current national reconstruction process in general and devolution in particular;
Have a strong commitment to community participation and empowerment;
Have sensitivity to gender issues, strong leadership and problem-solving skills;
Demonstrated ability to work effectively with people from different cultures/ backgrounds;
Working experience, particularly within the context of devolution/decentralization, in the above areas will be an added qualification.
Ability to work independently while being a strong team player;
Ability to travel independently with other staff members to rural locations;
Strong computer and IT skills.



Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. Duties and Responsibilities:

The Masters Trainers will work under the direct supervision of Director, Capacity Development Unit with the following responsibilities:

1. To carry out need assessments of all the stakeholders of Local Government system including CCBs etc. in the field of capacity building;

2. To develop training courses on various subjects of capacity building in Local Government and CCBs related fields;

3. To conduct TOT of the partner organizations of DTCE including CSOs, and governmental organizations;

4. To implement capacity building program for CCBs, CSOs and other Local Government stakeholders;

5. To provide guidance and supervise the training activities in the field;

6. To conduct monitoring and evaluation of training programmes;

7. To produce cost estimates for training, capacity building programme;

8. Reporting on capacity building programme and related fields;

9. Coordination with training institutions and NGOs working in similar fields of capacity building;

10. Prepare and update the database of the trained Trainers by the DTCE;

11. To ensure gender equity, particularly adequate participation of women in training programs implementation and other development activities;

12. Willing to work in difficult circumstances in the rural and urban areas of Pakistan.
