Minimum 5 years experience of the development sector including work relating to professional bodies, association or related forums.
Possess leadership and problem-solving skills and sensitivity to gender issues;
Strong knowledge of governance issues in Pakistan, particularly pertaining to the current national reconstruction process in general and devolution in particular;
Have a strong commitment to community participation and empowerment;
Demonstrated ability to work effectively and harmoniously with people from different cultures/backgrounds.
The candidate must possess excellent communication skills in English, Urdu and working knowledge of local language.



Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. DTCE has been funded by a consortium of donors under the umbrella of UNDP Support NEX Project “Support to DTCE”. Details can be found at www.dtce.org.pk

Duties and Responsibilities:

The Officer Press Clubs shall work under the immediate supervision of National Manager Press & Bar and coordinate closely with the Project Management Unit for implementation of programme activities.

The LGA Network Officer will be responsible to undertake the following tasks:

Assist the NM (P&B) regarding prevailing situation and do the need assessment of media with specific reference to the DTCE’s scope of work in the districts.

To assist the NM (P&B) and participate in Programme designing of the required interventions to be supported by DTCE such as Capacity Building of Press Clubs, activation of Press Clubs, reporting and coordination matters.

Provides inputs for formulation of policies and strategies relating to media, particularly regarding Press Clubs with reference to DTCE’s scope of work.
To assist the NM (P&B) to formulate policies and methodology to promote investigative journalism and persuasive advocacy.

To devise ways and means to strengthen the Community Empowerment model of DTCE using the Press Clubs and other media sectors.

To develop and strengthen the linkage between Press Clubs and other DTCE interventions and vice versa.

To develop Articles, Features and News on community empowerment tools of DTCE to be published in the national and local media.

To ensure that Press Clubs become active partner of DTCE viz-a-viz other partners.
Assist the DTCE FOTs in implementation of interventions relating to Press Clubs directly and indirectly.

To ensure coordination among all stakeholders and partners of DTCE in a District with a view to achieve the desired objectives and targets.

Write and send to the press clubs awareness articles regarding CCBs, MCs, and Local Governments Networking, Union Public Safety Committee, District Public Safety & Complaint Commission and on other components of DTCE.

Prepare analytical reports on allocation of 25 % of developments budgets for CCBs, availability and Utilization of CCBs Funds of all tiers of Local governments have been prepared and sent to local media.

Conduct interviews of success stories have been conducted and have sent to local media for publishing.

Ensure that Press Clubs are collaborating with Bar Associations to provide persuasive and direct advocacy.

Ensure that participation of members of Press Committees in the Community Empowerment Roundtables meetings.

Any other work assigned by the management.
