Minimum 10 years experience of the development sector including work relating to professional bodies, association or related forums.
Possess leadership and problem-solving skills and sensitivity to gender issues;
Strong knowledge of governance issues in Pakistan, particularly pertaining to the current national reconstruction process in general and devolution in particular;
Have a strong commitment to community participation and empowerment;
Demonstrated ability to work effectively and harmoniously with people from different cultures/backgrounds.
The candidate must possess excellent communication skills in English, Urdu and working knowledge of local language.



Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. Duties and Responsibilities:

The LGA Network Officer shall work under the immediate supervision of Director Community & Local Government Relations and coordinate closely with the Project Management Unit for implementation of programme activities.

The LGA Network Officer will be responsible to undertake the following tasks:

To carry out research, data collection, analysis and reporting regarding different forms of professional associations including Local Government Associations (LGAs).

To identify and liaise with different stakeholders including elected representatives at all tiers of local government including CSOs, professional associations and NGOs etc.
To assist the Director C&LGR and his team to devise strategy, procedure and policies for LGAs including articles and memorandum of the LGAs.

To design capacity building programme for the Local Civil Society Organizations to be hired for facilitation of LGA formation.

To give orientation to local governments and other stakeholders to conceptualize LGAs framework and their formation, registration and activation processes.

To facilitate process of LGA formation at different tiers of local government and at the provincial / country level.

To monitor working of LGAs, evaluate their performance and do their reporting.

To participate and represent DTCE in other forums operating at the regional and national level pertaining to LGAs and other professional organizations in the government and non-government sectors.

Conduct case studies and research pertaining to LGAs and other professional associations.

Any other work to be assigned by DTCE management.
