Description:
 

Background

Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. DTCE has been funded by a consortium of donors under the umbrella of UNDP Support NEX Project “Support to DTCE”. Details can be found at www.dtce.org.pk

Duties and Responsibilities:

The purpose of this assignment is to provide professional assistance to DTCE that will facilitate and inform the implementation of DTCE’s community empowerment model through ends-oriented action research. Under the supervision of the Chief Technical Advisor, the Research Officer would be responsible for the following activities:

Conduct action research for DTCE interventions and undertake empirical studies for fast references, involving on-site field visits, desk research, public opinion surveys, focus groups discussions, etc.

Develop different policy papers, concept documents, and research essays, to build capacity in communities and local governments in relation to citizen participation and community empowerment.

Prepare descriptive and analytical research reports detailing the research objectives, methodologies, findings, conclusions and recommendations.
 
Undertake research assignments on key governance issues pertaining to on-going restructuring initiatives of Government of Pakistan with particular reference to devolution, local empowerment, community mobilisation and community organisation at the grass root levels.

Provide substantive research inputs in preparation and implementation of DTCE modules, operating policies, systems and procedures.
 
Develop research methodologies, questionnaires, periodic action plans and guidelines to facilitate the working of field operations teams of DTCE.

Analyze and evaluate data provided by the Information, Monitoring and Evaluation (IME) with a view to identify potential improvements in organizational processes and overall effectiveness.
 
Research and prepare proposals and policy documents pertaining to transformative politics, economics, and management, with particular reference to institutional transformations in post-colonial and transitional societies.
 
Facilitate and assist in the development of Annual Progress Reports as and when required.

Assist in the development of presentations, speeches, brochures, articles, and other social communication tools, for the projection of DTCE’s activities and interests among the existing and potential donors, Board of Directors, DTCE partners, or for internal consumption.

Assist the CTA in the performance of miscellaneous tasks on an ad-hoc basis.
