Description:  

Devolution Trust for Community Empowerment (DTCE) is a registered entity, which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. DTCE has been funded by a consortium of donors under the umbrella of UNDP Support NEX Project “Support to DTCE”. Details can be found at www.dtce.org.pk

DTCE has undertaken the initiative of Local Citizen Information Network (LCIN) for local awareness raising and advocacy about the community specific issues and problems through the development and production of interactive forums for local cable and television network, including terrestrial and satellite operations. The objectives of the exercise being to initiate debate and a meaningful interactive open public dialogue on key issues of local government amongst the local government elected representatives and state functionaries at the district, tehsil and union levels, as well as community leaders and social activities to expos the public to governance and create transparency.

Duties and Responsibilities:

The Local Citizen Information Network (LCIN) Officer shall work under the immediate supervision of Director Public and Media Relations and coordinate closely with the Project Management Unit for implementation of programme activities.

The LCIN officer will be responsible to undertake the following tasks:

Play a highly contributively role in monitoring and implementing DTCE’s Media Strategy and all pertinent LCIN activities.

Draft reports, compile promotional and awareness raising material, advocacy brochures etc.

Design and execute research necessary for continued tactical improvement and effective execution of the communication strategy.

Assist in designing and execution of LCIN advocacy initiatives.

Conduct assessments and site visits to monitor LCIN activities at the local, district and provincial level.

Organize public events; collaborate with relevant organizations/functionaries to ensure synergy of program activities with other departments of DTCE and outside organizations.
 
Prepare, review and submit work plans and budgets of projects and relevant plans.

Provide technical advice and recommendations.

Assist with the development of relevant reports including annual program performance reports, annual budget and pipeline analyses, presentations and briefings.
 
Organize and assist in leading internal review meetings to evaluate performance, based on identified criteria.

Ensure that all administrative procedures are completed to ensure smooth implementation of project interventions and prepare the necessary documentation.

Be responsible for information sharing and public diplomacy.

Have the skills to liaison with government, non-government and donor agencies.

Have a demonstrable experience of journalism and media interventions (Past association with social sector development related initiatives would be an added advantage).
