This position requires a Masters level qualification in Business Administration or Finance/Accounting.

He/She must have strong analysis and evaluation capacities, proven rigor and accountability, solid communication (verbal and written) capacities, ability to prepare reports in a clear and concise manner, solid computer skills in relevant software packages (MS office), ability to work in multi-cultural environment, problem-solving skills and results orientation and sensitivity to gender issues. Strong English language skills (oral and written) are also required.

Description (TORs):

The services of the Financial Officer will be required for the first phase (2 years) of project implementation.

He/She will report directly to the National Project Director and the Project Manager/Chief Technical Advisor and will be part of the Project Implementation Unit (PIU). The PIU will act under the Alternative Energy Development Board (AEDB) – executing agency of the project – represented by the NPD. The PIU will work closely with UNDP, government counterparts and key stakeholders in order to facilitate project implementation towards the desired goals and objectives. The Financial Officer will be in charge of financial management and accounts and assist in progress reporting and audits.

Scope of work

Under the supervision of the PM/CTA, the Finance Officer will undertake the following specific tasks:

Ensure that financial resources are utilized to implement activities in accordance with the approved Project Budget and annual workplan and specific allotments reserved for each output;

Conduct work related to procurement, billing and receipt of budget;

Carry out work related to management accounting;

Participate in tender documents preparation and evaluation as required;

Evaluate quotations by vendors/contractors;

Procure monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services;

Ensure in a timely manner actions related to the banking issues and transactions;

Monitor and review the work program and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan;

Prepare and submit financial progress reports;

Set up documents and reports for auditing purposes and assist in the annual external audit process and other external evaluations;

Define requirements and work with staff members and consultants with respect to budget reporting systems and cost effective utilization of program resources;

Supervise and/or provide guidance on financial administration and management information issues and practices to colleagues;

Develop procedures and implement same to ensure that accounting and financial management controls are consistent with GEF and UNDP policy and practice;

Support, arrange and submit within the deadlines the Annual Project Report (APR), Project Implementation Report (PIR), technical reviews, quarterly progress reports, financial progress report, updated workplans and budget and any other required reports to EC, PSC and UNDP.

Assist and provide required information and support the annual external audit and an external independent evaluation at the end of phase 1;

Perform any other related work as required.
