This position requires 5 years of relevant experience in business administration.

He/She must have strong organisational capacities, strong interpersonal skills, solid communication (verbal and written) capacities, proven rigor and accountability, ability to prepare reports in a clear and concise manner, solid computer skills in relevant software packages (MS office), ability to work in multi-cultural environment, problem-solving skills and results orientation and sensitivity to gender issues. Strong English language (oral and written) skills are also required.


Description (TORs):

The services of the Administrative Officer will be required for the first phase (2 years) of project implementation.

He/She will report directly to the PM/CTA, Project Manager/Chief Technical Advisor and will be part of the Project Implementation Unit (PIU). The PIU will act under the Alternate Energy Development Board (AEDB) – executing agency of the project – represented by the NPD, National Project Director. The PIU will work closely with UNDP, government counterparts and key stakeholders in order to facilitate project implementation towards the desired goals and objectives. Administrative Officer will be in charge of assisting the PIU and the NPD, National Project Director in all administrative and logistical issues and providing support for the financial management.

Scope of work

Under the supervision of the PM/CTA, the Administrative Officer will undertake the following specific tasks:

Conduct and coordinate actions relative to the administration of human resource activities;

Ensure the application of UN rules and procedures for Human Resource Management related actions;

Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision;

Ability to identify clients' needs and appropriate solutions; ability to establish and maintain productive partnerships with clients and consultants;

Assist in the production of project and progress reports;

Ensure all logistical arrangements for staff members and consultants;

Organize logistical arrangements for field missions and works;

Assist in the organisation of workshops, trainings, seminars, field trips, delegation tours and other events;

Prepare minutes of meetings and proceedings of events, ensure their dissemination to the stakeholders;

Manage the maintenance of vehicles;

Arrange and organize the procurement and maintenance of office infrastructure, technology  and equipment;

Provide information support to staff to resolve technical issues, maintenance of computers, preventive maintenance, assist with securing backup of server and other data files, upgrade system software including anti-virus and scanning of computers, exposure trouble shooting of hardware and software;

Assist in the financial management of the project;

Perform any other related work as required.
