Description:
 

Background:

Under the guidance and direct supervision of the Assistant Resident Representative (Poverty Reduction & Gender Unit), the Programme Officer is responsible for management of  UNDP programme within the PR thematic areas assigned. The Programme Officer analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio and provides policy advice services.

The Programme Officer supervises and leads programme support staff and coordinates activities of the projects’ staff. The Programme Officer works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Functions

Implementation of programme strategies

Ensures implementation of programme strategies focusing on achievement of the following results

Analyze the economic, social and political environment in the country and assess UNDAF/CP/CPAP effectiveness in achieving thematic and sectoral goals at the country level and consistency with UNDP corporate direction.
Make substantive contribution to operationalizing the UNDAF/CPAP and CP by identifying strategic opportunities for programming. In this context contribute to PR programme

Development within the framework of UNDAF and Country Programme through all the stages from project identification, appraisal and approval. It would involve writing sector/thematic reviews, undertaking capacity assessments of potential partners, drafting substantive correspondence, launching formulation missions and other related activities.

CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

Management of the CO programme

Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results

Manage assigned portfolio of PR & Gender Unit by monitoring progress of work through field visits, project review meetings and technical reviews in accordance with annual work plans. Ensure timely and effective implementation of assigned portfolio to produce quality results.

Review periodically commitments and disbursement levels of the portfolio. Monitor closely orderly liquidation of approved budget resources and identify approaches and modalities to achieve delivery targets and take timely actions. Prepare timely mandatory and substantive project/budgets revisions, when necessary.

Oversee the effective provision of UNDP support services including financial, human resources, procurement, information technology to implementing partners. Advise and guide national counterparts and other development partners on implementation modalities, and ensure compliance with PCOM.

Monitor programme/project implementation, management and financial reporting through Atlas;

Provide inputs for regular progress reports for the democratic PR portfolio and attending to route requests for information from CO management and UNDP HQs, as may be communicated through ARR PR and Gender Unit.

Initiate and maintain close contact with government officials, local leaders, NGO managers, international agencies, private sector etc. to ensure coordination and cooperation in achieving the desired outcomes and success of UNDP interventions.

Assist in the preparation of CP, CPAP, MYFF, CO work plan and Unit Plan, and take necessary actions to carry out all planned actions as scheduled.

Participate and when required represents Unit Chief in the CO management meetings and inter agency thematic group meetings. Plan, organize and participate in meetings with Government counterparts, project management, programme stakeholders, UN agencies and donors. Also interact with other units for developing cross-thematic links, information exchange and knowledge sharing.

Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.

Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.

Initiation of a project, presentation of the project to PAC, entering project into Atlas ( in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Officer performs functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects

Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.

Evaluation of the programme impact. Monitoring and analysis of the programme environment, timely readjustments in portfolio.

Creation of strategic partnerships and implementation of the resource mobilization strategy 

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results

Mobilizes resources with government counterparts, bilateral aid agencies, multilateral financial institutions, through advocacy of UNDP’s interventions.

Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.

Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Provision of policy advice services to the Government and facilitation of knowledge building and management

Ensures provision of top quality policy advice services to the Government and facilitation of knowledge building and management focusing on achievement of the following results.

Document lessons learned and codify knowledge generated on best practices in PR portfolio and disseminate information

Through active participation in UNDP networks and other sources in order to improve visibility and coverage of UNDP work.

Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.

Development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.

Sound contributions to knowledge networks and communities of practice.

Organization of trainings for the operations/ projects staff on programme issues.
