7 to 10 years of experience in the area of environmental management/national resource management and working on issues related to global environmental conventions. Candidates with working experience in capacity assessment for environmental project/support will be desirable. He/She must have strong cross-cultural communication, a management and leadership skills experience, in problem-solving skills and results orientation and sensitivity to gender issues. He/She should have a good command on spoken and written English. Liaise with relevant Government \Officials and donor agency.


Reporting to National Project Director/PSC, the NPM will be responsible for the following specific tasks:

In general, operational management of the production of project outputs `according to the project document and the procedures in the Project Cycle Operations Manual.

Act as the secretary of the Project Steering Committee.

Organize the Project Steering Committee.

Selection, recruitment and supervision of project administrative support staff including short-term consultants and drawing out the ToRs for the short-term consultants;

In collaboration with the UNDP Country Office, ensuring that all implementing agency letters of agreement are prepared and negotiated with any participating UN agencies;

Initiation of mobilization of all project inputs in accordance with the relevant procedures in Project Cycle Operations Manual; authorization of expenditures for these inputs;

Preparation and revision of the project work plans, budgets and financial plans;

Organization and management of project activities according to the work plan in order to produce the outputs;

Coordination and supervision of project technical personnel;

Timely preparation and  submission of the Annual Project Report (APR) and any other required progress reports and assurance that reports prepared by project personnel or participants are prepared as required;

Reporting to the PSC on regular basis.

Identification and resolution of implementation problems, with the assistance of the NPD/PSC if necessary.

Coordinate, manage and monitor the implementation of the Project assignments undertaken by the working groups, local experts; consultants, sub-contractors and co-operating partners;

Assume overall responsibility for the proper handling of logistics related to all project workshops and events;

Manage the Project finance, oversee resource allocation and where relevant submit proposals for budget revision with the help of the UNDP Officers;

Participate in all stakeholder consultation activities under the project and reflect stakeholders views in the final NCSA Report and the NCSA Action Plan;

Prepare the final NCSA Report and the NCSA Action Plan.
